黃偉哲接受《壹電視》節目專訪時指出，2016年國民黨原推出洪秀柱參選，沒想到卻臨時換上朱立倫，以致引起一系列「換柱風波」。黃偉哲重申陣前換將是兵家大忌，除非蔡英文自覺已經完成階段性任務、希望交棒，否則若她有連任的企圖心，「我們就應該全力來支持」，而面對「4大老」的逼宮他表示尊重，但此時「不要分裂」才是最重要的。
此外，九合一選舉後，賴清德決定總辭以示負責，黃偉哲認為，民進黨執政以來，「開闢太多戰場，每一個戰場都是沒有辦法說清楚」，因此導致社會反彈，這對賴清德來說其實是「非戰之罪」，因為他已經盡最大努力降低傷害了。

立法院臨時會今（10）天晚間三讀通過今年度中央政府總預算案，行政院長賴清德在會後出席致意。賴受訪表示，「預算已經通過，時間也已經到了」，他明天將召開臨時院會，進行內閣總辭，靜待總統宣布新的閣揆接任新的行政院各種工作。
賴清德赴立法院向朝野黨團致意，民進黨立委簇擁而上，紛紛與賴揆擁抱、合照，離情依依。據轉述，「我們愛你」、「院長加油」；賴清德會後說，「非常感激，感受到滿滿的鼓勵。」
賴清德會後受訪表示，總預算已審查完畢，他特別來感謝立法院長蘇嘉全、立法院副院長蔡其昌、民進黨團總召柯建銘以及朝野黨團委員的協助，「大家非常辛苦」，感謝民進黨團每一個委員給他的鼓勵，非常感激。

民進黨中執會根據兩份諮詢式的民調結果，宣布徵召前勞動部次長郭國文，代表民進黨競選台南第二選區的立委補選。不過消息一出，原本是同黨競爭對手的陳筱諭憤而宣布退黨，表示將參選到底。而國民黨也傳出，將徵召黨部主委謝龍介出馬，爭取補選席次，郭國文雖然正式批上綠營戰袍，卻立刻面對雙面夾殺的處境。
立委補選參選人陳筱諭，透過臉書直播聲淚俱下，宣布退出民進黨，立委補選這一戰要參選到底，她說，「這已經是年輕世代，為了捍衛自己的權益，要出來跟這些老政客的選舉了。」
