Think you've misunderstood what I meant by non-profit losing business. Perhaps it'd be clearer with another hyphen. Non-profit-losing business.

Temasek is a public funded private company. That's the way to turn public funds into private funds. It's owned by Ministry of Finance as a private shareholder entity. MOF is still a government ministry but Temasek has nothing to do with public. It's the same as CHC owning its investment subsidiary as a private shareholder entity. CHC is still a church but its investment subsidiary has nothing to do with religion. That's the way to turn religious tithes into business capital.
