香港立法會12日就修訂《逃犯條例》進行二讀辯論，然而「速龍小隊」下午3點30分與示威者發生正面交鋒，示威者衝入立法會向前推進，警方發射非致命性的布袋彈，並發放催淚彈驅散示威者。實際上，「布袋彈」也稱為「沙包彈」，彈頭是包裹鉛砂的布袋，是較柔軟的非致命性防暴彈。

據了解，布袋彈全彈長65mm，全彈質量48g，通常裝在97式霰彈槍上，主要用於驅散5至30公尺內的騷亂人群，也可用於打擊制服15公尺內的犯罪嫌疑人。彈頭由布袋包裹鉛砂組成，由於接觸面大，使作用在目標上的比動能減小，大大降低了在近距離上對目標造成的嚴重傷害，但中彈處大多出現瘀傷，也會造成肌肉撕裂，如眼睛中彈也會致盲。
