It still a substantial portion regardless it 50% or 25%. If WP has all along been critical of ministerial pay, they can't be seen as riding along with the system.

In pledging to donate a substantial portion of his salary, it allows WP to stand on higher moral ground ( plus the money will does towards helping WP community effort anyway)and at the same time made the ministers look bad.
