何在會後表示，最初只預算約2、3000人出席，形容多人出席「幾好」，但不是要「鬥人多」。何表示，今日帶出一個正面訊息就是撐警察，讚揚警方即使受侮辱都緊守崗位；又呼籲泛民和民陣要愛護香港這個家，也不要誤導學生走上歧途，不應用暴力解決問題。
明日便是七一遊行，他希望打算參與人士「停一停」、「想一想」，要求行政長官林鄭月娥下台並無意思。

網傳譚詠麟、鍾鎮濤在現場拍片，譚稱「我地溫拿都叫老香港」，現證香港成長，若這個地方不能發展，絕不相信會成功，繼續繁榮。鍾則稱身為公眾人物參與政治活動危險，不過今次現身不談政治，而是談正義。
譚詠麟、鍾鎮濤均有上台發言，譚指若警察再受如此對待，「香港無得救」；鍾則希望出席子女「知道咩係啱，咩係唔啱」，又認為年輕人的說法「九唔搭八」。其後他們帶領集會人士高呼「支持警察」、「阿sir、madam辛苦你、支持你」。
此外，藝人陳欣健、馬蹄露也有現身、陳百祥亦有拍片支持。

鄧指，市民從傳媒見到警方在金鐘衝突中使用武力，各人有不同看法可以理解，深信警察現存機制可以處理。被問到警務處長是否要就今次處理手法道歉，他指絕不應該將今次事件，與包括他在內任何一位警務處長處理的事件比較，指是兩回事。
警務處前副處長任達榮則引述2016年旺角暴動的案例，直斥要求撤回暴動定性的說法是「痴線」，侮辱警隊專業判斷，不可能撤回；亦絕不贊成成立獨立調查委員會，過去機制行之有效。
任又批評社會的意見偏頗、針對警察，警方執行職責被磚頭和鐵馬等衝擊，卻被指使用過分武力，相信其他地方使用的武力會遠超香港。

金鐘添馬公園舉行撐警集會，民主黨立法會議員林卓廷離開立法會時，遇上多名穿上白色或藍色上衣人士，部分人手持國旗。林卓廷被幾十人湧前包圍、不斷以粗言謾罵及襲擊。林卓廷表示自己受傷，但不太嚴重，港島重案組已接手案件。
根據林卓廷拍攝到及網上流傳的片段，可以看到幾十人通往海富中心的天橋，一湧而上圍著林卓廷，阻撓他離開；有人不斷高叫「打他、打他」。期間，有人手持旗幟或雨傘上前襲擊林卓廷，又企圖搶走林卓廷的電話，林卓廷的眼鏡差點飛脫，被推向天橋邊，有其他集會人士及警員試圖分開兩邊，又呼籲在場人士冷靜。

原标题：面对面丨中国联合西班牙警方打击跨境电信网络诈骗犯罪的幕后故事
2019年6月7日，94名冒充公检法机关工作人员实施电信网络诈骗的犯罪嫌疑人，被中国公安从西班牙押解回国。至此，在过去三个月，西班牙已分批共向我方引渡225名犯罪嫌疑人，其中台湾人218名。引渡如此之多的犯罪嫌疑人回国，在中国公安与其他国家警察的合作史上，还是第一次。
　　犯罪嫌疑人通过这两个环节 受害人纷纷中招
近年来，犯罪嫌疑人利用电信网络对中国大陆地区居民实施诈骗日益猖獗。据统计，2015年，此类案件给受害人造成的损失达到160多个亿。到2016年，这一数字已经飙升到了222个亿。这其中，犯罪嫌疑人冒充公检法进行电信网络诈骗给受害人造成的损失，又占到了损失总额的百分之七八十。

2016年3月，几名男子冒充某市公安局及检察院工作人员，打电话给山东的任女士，以任女士涉嫌洗钱犯罪需要交审查资金的名义，指使其操控本单位账户网银，骗走人民币1500多万元；同年4月，犯罪嫌疑人以几乎相同的手法，骗走杭州苏某1568万元；同年5月，甘肃天水市的乡村教师范银贵遭遇同样的电信诈骗，其多年积攒、准备用于买房的23万元存款被骗走，难以承受打击的范银贵上吊自杀，留下妻儿相依为命；同年7月，54岁的北京某大学教授，被人以同样的手法骗走人民币1800多万元。而犯罪嫌疑人的这些行骗，核心环节只有两个。

公安部刑侦局电信网络犯罪侦查处处长 楼先迪：第一个环节，改号电话，骗子在境外的诈骗窝点使用了一种改号软件，需要显示什么号码，受害人电话这一端就能显示什么号码，很多受害者的来电显示是真实的公检法部门的电话。第二个环节，让你登录一个虚假网站，这个网站有你本人照片、姓名、身份证号做的一个虚假通缉令。这两个环节直接导致了受害人对骗子的话信以为真，完全被骗子操纵，把所有的钱转移到骗子指定的所谓安全账号上。

　办案却不能见到法官 案子该如何办？
根据对同时期案件进行研判，公安部最终一共合出来800多起案件，窝点都指向了西班牙。2016年7月，“长城行动”启动，由公安部刑侦局一位副局长带队，中国公安第一批打击电信网络诈骗的办案专家到达了西班牙。在西班牙，中国公安没有执法权，但西班牙警方也没有遇到过这类案件，对案件不清楚，不敏感。中国警方把详细线索通报给西班牙警方后，西班牙警方掌握了嫌疑人窝点的位置。但是，因为在西班牙办案每个环节都需要法官的批准，我方专家不能见到法官，最终只能由西班牙警察带着我们的请求去跟法官反复沟通。
公安部刑侦局电信网络犯罪侦查处处长 楼先迪：西班牙的警察都不了解这个案件，那法官就更不了解了，我们前期建立在大量案例的阐述、分析、交流的基础上让警察明白了，法官今天可能明白了其中一点，他同意你这个方案。等到第二天再去看，他又看到另外一点，他可能觉得方案不合适，所以只能反复沟通。
根据西班牙的法律，如果要冲击窝点或者是实行抓捕，必须要事先了解犯罪嫌疑人的身份，但是这类案件在冲进窝点之前，无法了解窝点里面到底有谁，这就带来了问题。

公安部刑侦局电信网络犯罪侦查处副处长陈琛：我们要做出很多很多工作，证明他们在对中方实施犯罪，让法官确信，可以签发搜查令采取行动，突破了他们以前办案上的传统或者是要求。
　　6小时连夜制作文书 一窝点没有收到法官放人 民警原地痛哭
前后持续五个多月后，西班牙警方终于拿到了采取行动的所有手续。之后的抓捕过程，因为不能掌握窝点内犯罪嫌疑人的详细身份信息，也就无法发布红色通缉令。怎么提供法律手续，也成了一个问题。经过协商，我方争取到，进入窝点后的6个小时内发布红色通缉令。但因为国际刑警总部需要对每个犯罪嫌疑人的情况进行审查，审查的过程需要两个星期。后来，前方专家通过做工作，将红色通缉令转化成国际协查通告。
公安部刑侦局电信网络犯罪侦查处处长 楼先迪：点对点，我们这边直接发到西班牙国际刑警局，抄送给国际刑警总部。第一时间拿到数百名犯罪嫌疑人的身份信息后，前后方工作组紧密联动，连续两个晚上。前方把犯罪嫌疑人身份信息第一时间传给后方，后方在部里在国际合作局专门有专班，连夜按照国际刑警红通的要求，制作文书，上传文书，发送文书，保障数百名犯罪嫌疑人的国际协查通告在网上直接发过去。

2016年12月13日晚，公安部刑侦局的大指挥室，公安部刑侦局和国际合作局的领导坐镇指挥，二十多名公安部的工作人员，外加中国公安大学25名研究生，随时接收来自西班牙抓捕现场发回来的每一位嫌疑人的信息，并抓紧时间进行翻译，然后再尽快回传西班牙。从接收信息到准确翻译并回传到西班牙，必须在6个小时内完成，否则，已经抓获的嫌疑人就只能被白白放掉，前功尽弃。最终，凌晨2点三百六七十份文书都发走了。
文书发出没过多久，前方就传来消息，有一个窝点的文书没有收到，法官决定放人。工作人员和公安大学研究生被临时召回，连夜重新制作文书，并在天亮前重新发出。但是，西班牙那个没有收到文书的窝点，人已经被放走。
公安部刑侦局电信网络犯罪侦查处处长 楼先迪：这个窝点对应的是我们广东湛江办案部门，湛江的民警早早就去了，最后冲击窝点成功，发现里面有几十人，犯罪嫌疑人都在，当时都很兴奋的。结果到了凌晨法官说放人，任何一个警察都无法接受这个事实。所以我们民警在现场就开始哭，抱头痛哭。

　每人一个小格子拨打电话 13个窝点涉案金额1.2亿
此次代号为“长城行动”的联合抓捕行动，中西警方共捣毁位于马德里、巴塞罗那、阿利肯特等地的诈骗窝点13个，抓获并最终羁押犯罪嫌疑人237名，现场查获了一大批涉案证据，涉案金额达1.2亿元人民币。
记者：当时冲进窝点之后，窝点整个状况布局是什么样的？
公安部刑侦局电信网络犯罪侦查处处长 楼先迪：这些窝点内部的构造基本上一个模式，他们在当地租用的别墅可能有一层、二层、三层。通常一层可能是厨房，日常起居，二层三层就是话务的窝点。每人可能有一个小格子的办公场所，里面有电话有电脑，大量的话务人员始终在拨打电话，为避免互相干扰，每个小格子和窗户都是用大的隔音床垫或者海绵捂得严严实实。三楼可能有搞技术维护的路由器，很多作案的设备。
除了有话务人员，诈骗团伙还有专门取钱的队伍。一旦受害人将钱转出，不管是国内账户还是国外账户，都有专门人员很快将钱取走。
　　嫌疑人法庭叫嚣“不是中国人” 西班牙法官硬怼“台湾属于中国”
几经波折，嫌疑人进入西班牙法院的引渡程序。在漫长的司法程序里，嫌疑人一审后上诉二审，二审后往宪法法院上诉，之后再向欧洲人权法院上诉，最后还不行，还要再向西班牙当局申请政治避难。几乎所有的台湾嫌疑人都用尽了西班牙的法律救济手段。

公安部刑侦局局长刘忠义：在法庭上，这些台湾人叫嚣，自己拿的台湾护照，不是中国人，拒绝被引渡。西班牙的法官义正词严，说我们就知道一个中国，台湾也是中国的一部分，怎么台湾人就不是中国人？
截至2019年6月7日，西班牙已分批共向中方引渡225名电信诈骗犯罪嫌疑人，目前，仍有12名嫌疑人在等待办理引渡手续。这次“长城行动”历时之久、出动警力之多、引渡人数之众，在世界各国执法合作史上和引渡史上都属罕见。

In recent years, criminal suspects have increasingly used fraudulent networks to crack down on residents in mainland China. According to statistics, in 2015, the losses caused by such cases to the victims reached more than 16 billion. By 2016, this number has soared to 222 billion. Among them, the suspects pretend to be the public security law to carry out telecommunication network fraud to the victims, and accounted for 70% of the total loss.

In March 2016, several men pretended to be the staff of a city public security bureau and procuratorate, and called Ms. Ren of Shandong. In the name of Ms. Ren’s alleged money laundering crime, she was required to submit the funds for reviewing the account, and defrauded the RMB. More than 15 million yuan; in April of the same year, the criminal suspect defrauded Hangzhou Sumou 15.68 million yuan in almost the same way; in May of the same year, rural teacher Fan Yingui of Tianshui City, Gansu suffered the same telecom fraud, which was accumulated for many years. The 230,000 yuan deposit in the house was cheated, and Fan Yingui, who could not bear the blow, hanged himself and left his wife and children to live together. In July of the same year, a 54-year-old professor at a university in Beijing was defrauded by more than 18 million yuan in the same way. The criminal suspects have only two of these core tricks.

What should I do if I can't see a judge in a case?

According to the trial and judgment of the same-term case, the Ministry of Public Security finally combined more than 800 cases, and the dens point to Spain. The first batch of Chinese public security experts who dealt with telecommunication network fraud arrived in Spain. After more than five months, the Spanish police finally got all the formalities for taking action. After the arrest process, because the detailed identity information of the suspects in the dens could not be grasped, the red wanted order could not be issued. After several twists and turns, the suspect entered the extradition procedure of the Spanish court.
