沙中線工程醜聞愈揭愈臭,紅磡站月台擴建工程爆出涉剪鋼筋造假後,竟然連港鐵呈交的相關調查報告亦造假!運輸及房屋局局長陳帆昨率領多名官員舉行跨部門記者會,踢爆港鐵就相關工程提交的圖則前後不符,有人涉嫌擅改施工方法,令工程的螺絲帽數目遠較獲批圖則少二千個。政府除將事件交警方刑事調查外,更破天荒將沙中線整個管理團隊「連根拔起」,其中港鐵行政總裁梁國權提早退休、工程總監黃唯銘請辭,三名總經理亦要離職。多名立法會議員質疑政府不能置身事外,認為相關官員應問責下台,並須鑿開涉事月台牆身抽樣檢查螺絲帽,確保安全。
政府將資料交警方刑事調查
陳帆昨在記者會上措詞強硬,狠批港鐵上月提交的紅磡站連續牆圖則,與屋宇署批准的圖則不符,當中更有「嚴重偏差」,明顯前後矛盾,即使政府多番追問,港鐵仍未能解釋,認為沙中線工程管理團隊有不可推卸責任,他對此感到極度遺憾。政府決定安排資深工程人員組成顧問團「空降」港鐵,協助管理沙中線項目。
路政署署長鍾錦華解釋,港鐵六月十五日提交報告時,指涉事月台層板裝有二萬三千五百多個螺絲帽,但該署發現不少技術問題,港鐵遂於七月十三日提交補充,路政署發現前後兩份報告的圖則竟然不同,月台層板懷疑有問題的廿二倉石屎中,只有兩倉依原來圖則施工,其餘廿倉削去連續牆的頂部,不再用螺絲帽接駁,導致整個工程減少了二千個螺絲帽。
馬時亨:港鐵有負眾望
鍾表示,港鐵曾指所有螺絲帽均有人簽署證實合格,但其中一份文件是在工程一六年八月完工後,延至去年二月才簽署,螺絲帽數目更出現前後矛盾,當局認為有刑事成分,故於上月三十日將資料交予警方。他直指「假紀錄」屬嚴重問題,政府對沙中線工程管理層已失去信心。而港鐵早前回應政府時指因工程「難做」,故修改圖則。
港鐵昨午緊接政府召開記招,馬時亨在會上解釋,指六月向政府提交的報告出現不準確情況,事涉個別人員無法全面向董事局匯報,令董事局蒙在鼓裏。馬指事件動搖政府對港鐵監管工程的信心,有負公眾期望,港鐵為此致歉。
承建商禮頓至今未解畫
梁國權亦指準備完工圖則時,有工程人員發現承建商為克服施工困難,月台層板部分原要連接螺絲帽的鋼筋改用長鋼筋,而有關承建商未向港鐵申請,亦無完整紀錄,港鐵對此亦感失望。他形容修改後施工方案較原先更佳,但不可作為沒有依足程序的藉口,港鐵正物色專家核實工程資料,再提交政府和調查委員會。至於工程承建商禮頓至今未就事件開腔,梁認為禮頓應現身解說。
警方西九龍總區重案組正刑事調查有關案件,包括審視文件及資料,暫未有人被捕。

【本報訊】港鐵沙中線醜聞不斷,工程先後發現古蹟、遲收工地、延誤超支、百米隧道大滲漏及最新的紅磡站鋼筋被剪短造假風波,總造價估計已飆升至九百七十一億港元的沙中線,修築六年仍通車無期。
本報率先踢爆工程甩漏
今年三月,本報率先踢爆沙中線紅磡站對出地底趕工興建的鐵路隧道,自去年八月開始出現滲水,工程人員花近半年時間嘗試灌漿及「打針」仍搶救無效,到今年二月漏水情況更惡化。
港鐵幾經追查,發現隧道接駁工程出現問題,結果鑿開其中一個駁口石屎表面調查,赫然發現內部的鋼筋疑未有完全接駁好,而且未有灌滿石屎。
承建商事後要二十四小時趕工「推倒重來」,除要拆除一百三十多米範圍內三處有同類問題的石屎及重造駁口外,地面更需要移除長十米的石屎枕及路軌重鋪。
至今年五月,港鐵承認沙中線紅磡站擴建地盤內,新建月台的地下連續牆的牆身有螺絲帽出現問題,無法與用作支撐月台層板的鋼筋接駁扭緊,期間有人更剪短鋼筋,假裝鋼筋已與螺絲帽成功接駁,企圖蒙混過關。
土瓜灣站結構牆遭削筋
除紅磡站外,土瓜灣站結構牆亦出現橫向鋼筋被削走,而會展站兩幅連續牆的主力面裝錯方向,可謂千瘡百孔。

The scandals in the Shazhong Line project have become more and more stinky. After the expiration of the red roof station expansion project, the relevant investigation report submitted by the MTR has also been fraudulent! The Secretary for Transport and Housing, Mr. Chen Fan, led a number of officials to hold an inter-departmental press conference yesterday. The plans submitted by the MTR for the related projects were inconsistent. Government submits information to police criminal investigation
Chen Fan’s wording was strong at the press conference yesterday. The continuous wall plan of the Hung Hom Station submitted by the MTR last month was inconsistent with the plans approved by the Buildings Department. There were even more "serious deviations". Fan asked, the MTR still failed to explain, and he felt that the Shazhong Line project management team had an unshirkable responsibility. He felt extremely sorry about this. The Government has decided to arrange for senior engineers to form an advisory group to "airborne" the MTR to assist in the management of the Shazhong Line project.
The Director of Highways, Mr Chung Kam-wai, explained that when the MTR submitted its report on June 15, it said that the platform was equipped with more than 23,500 screw caps. However, the department found many technical problems and the MTR was in danger. Submitted on July 13th, the Highways Department found that the plans for the two reports were different. Among the two warehouses suspected of having problems in the platform, only two warehouses were constructed according to the original plan, and the remaining warehouses were cut continuously. The top of the wall is no longer connected by a screw cap, resulting in a reduction of two thousand screw caps throughout the project.
Ma Shiheng: MTR has negative expectations
Zhong said that the MTR had said that all the screw caps had been signed and confirmed. However, one of the documents was signed after the completion of the project in August 1996 and was extended until February last year. The number of nuts and caps was even more inconsistent. The criminal component was handed over to the police on the 30th of last month. He pointed out that the "false record" was a serious problem and the Government had lost confidence in the management of the Shazhong Line Project. When the MTR responded to the Government earlier, it said that the project was "difficult to do" and the plan was revised.
The MTR immediately followed the government's convening of a move yesterday. Ma Shiheng explained at the meeting that the report submitted to the government in June was inaccurate. The individual officers were unable to report to the board of directors in full, and the board of directors was kept in the dark. The MTR incident has shaken the government's confidence in the MTR supervision project and has negative public expectations. The MTR apologizes for this.
Contractor Leighton has not yet drawn
Liang Guoquan also pointed out that when preparing the completion plan, some engineers found that the contractor had to replace the construction difficulties. The steel bars of the platform that were originally connected to the screw caps were replaced with long steel bars. The contractors did not apply to the MTR, nor was it complete. The record is also disappointing to the MTR. He described the revised construction plan as better than the original, but it could not be used as an excuse for not following the procedure. The Crime Squad of Kowloon West is conducting criminal investigations on relevant cases, including examining documents and information. No one has been arrested yet.

[Reporter] The scandal of the MTR Sands has continued. The project has discovered that monuments, late construction sites, delay overspending, large leakage of the 100-meter tunnel and the latest red-hot station steel bars have been shortened and the wind has been shortened to nine. The Shazhong Line, which is HK$1,71 billion, is still open to traffic for six years.
