蕭旭亮表示,在部分聯網的病房,醫護人員會把份量較多的藥物,暫存在藥物儲存櫃,在病人離開醫院時交給病人,醫護人員可以從病人出院紀錄,看到有否開藥給病人。
蕭旭亮說,護士負責核對病人身分再派發藥物,醫生因為工作量大,難以覆核有否給藥。他認為,出事後醫管局不應增添架床疊屋的指引,而應該加強挽留有經驗的護士,以他們的臨床指導和監督,預防事件再次發生。

【星島日報報道】北區醫院今公布一宗重要風險事件。64歲男病人患胰臟癌,並已擴散至肝臟,而出院時,護士未將藥物交給病人。直到5月17日早上護士發現遺漏的藥物,隨即通知病人家屬,但未等對方領取藥物,當日下午病人在家暈倒,搶救後證實不治,並死於已擴散的胰臟癌。
男病人4月23日因腹痛、嘔吐及下肢乏力,經急症室入住北區醫院內科病房,醫生診斷其患有糖尿病及心血管病。4月24日,電腦斷層掃描證實病人患胰臟癌,並已擴散至肝臟。病人經留院治療及接受觀察後,於5月4日上午出院,醫生為其處方多種藥物,其中包括血糖控制藥物、心臟科藥物及血壓控制藥物。病人等候出院期間,護士將藥物放置於病房內出院病人藥物儲存櫃,未有在病人離院時交給病人。當日下午,病人由非緊急救護車接送出院。
據病人家屬表示,她曾於5月8日到病房查詢病人出院時曾否獲發藥物,有職員曾向其表示病人出院時未獲處方藥物。5月17日上午,病房職員於出院病人藥物儲存櫃發現一包藥物,檢查後發現屬事件中病人,遂即時聯絡病人家屬到醫院領取。惟病人同日下午被家人發現在家中暈倒,經救護車送往急症室,搶救後證實不治。個案已轉介死因裁判官跟進,根據死因報告,病人死於已擴散的胰臟癌。
北區醫院於8月28日接獲病人家屬反映,指病人出院時並未獲發出院藥物。院方發現未有職員曾就事件作出呈報。並表示對事件非常關注,將成立專家小組深入調查及檢討醫護人員處理出院病人藥物、家屬查詢及事故通報流程以及提出改善建議。院方已向醫管局通報事件。
醫院因應今次事件已即時採取措施,加強臨牀監管,確保同類事件不再發生。所有病房會安排專人每日檢查出院病人藥物儲存櫃,確保所有藥物已給予當日出院病人;醫院提醒所有職員嚴格按照既定工作流程,仔細檢查及處理病人出院藥物;病房職員需清楚記錄出院病人或其家屬有關藥物處方或病情突變的查詢,以便團隊其他成員知悉及按情況作出相關跟進;及加強前線職員就事件呈報機制的培訓。
醫院對事件深感難過,向病人家屬致以深切歉意及慰問,病人聯絡部會與家屬保持緊密溝通,適時向其交代調查結果,並提供一切可行協助。
