actually he did make some good bets but was "hedged and shorted-out" eventually.

Old folks inmate won’t be single man cell like Iswaran la. What if fall and die inside no one knows
These old and weak inmates will be housed together and usually with at least one younger inmate like a buddy system. Or someone to push their wheelchair or help them to walk.
Nothing fancy but these old inmates will have commode for toilet and wheelchair too if need be.
They are excuse from certain rituals like the squatting down and queuing up etc
