He's lazy as well as incompetent, I dont think there's any doubt about that. He's the one who signed the detention order on an alleged terrorist but he had no idea how he actually looks like and how a maximum security facility should be secured. His people let a detainee walk out for hours before realizing it to raise an alarm. Up till today no one knows how but told to believe that he swim across the straights. What that's fortunate is there's no carnage or life lost.
