'Heartbeat' molester strikes

POLICE are looking for a man to assist with investigations into a recent series of outrage of modesty cases. The cases date as far back as 1999. The Straits Times understands that the culprit is believed to be linked to more than 20 cases of outrage of modesty of girls aged between eight and 12.

The suspect is believed to have struck again recently. He typically approaches his victims at void decks or lift lobbies when the victims are alone and pretend to be lost and ask for directions. He would then lead his victims to a staircase landing where he would strike.

His signature move is to request for his victims to feel his heartbeat by claiming that his heart is weak. He then molests them. Most of the cases have happened in the north-eastern part of Singapore, usually on weekdays afternoon between 12.30pm and 4.30pm.

He usually wears dark shades when committing the crime.
Police believe the man is a male Chinese in his 30s, about 1.7m tall and has short black hair. Anyone with information should call the police hotline at 1800-2550000.

SINGAPORE: Police are looking for a man in his 30s to help with investigations into a series of outrage of modesty cases

The man is described as being 1.7 metres tall, with short black hair and slim to medium built.

Dubbed the 'Heartbeat Molester', it is believed he may be involved in cases as far back as 1999.

His victims are usually young - between 8 and 12 years old.

His modus operandi - approaching the victims at void decks or lift lobbies, pretending to ask for directions, and then leading them to a staircase landing where he would strike.

He would ask his victims to feel his heartbeat before molesting them.

Police said the cases have been reported in the northeastern part of Singapore, mostly on weekday afternoons.

The suspect would usually speak in English or Mandarin.

The culprit has managed to elude capture so far, despite authorities being on alert. Police said this is due to the lack of eyewitnesses, the young age of most of the victims, and the suspect hiding his features behind dark sunglasses.

Anyone with information can call the Police Hotline at 1800-2550000.

Meanwhile, police are advising parents to ensure that their young children are accompanied at all times. - CNA /ls

SINGAPORE : Police have arrested a 47-year-old Singaporean, believed to be the serial molester who would ask his victims to feel his heartbeat before molesting them.

Police said a member of the public, who had seen the CCTV image published by the media, came forward and provided information to the police.

Officers raided a residential unit in Compassvale on Tuesday and arrested the suspect.

He is believed to be responsible for at least three cases of outrage of modesty.

Police are still investigating the cases.

The suspect will be charged in court on Thursday. If convicted, he may be sentenced to a maximum of 10 years' jail and caned.

A 47-YEAR-OLD man dubbed the 'heartbeat molester' was charged in court on Thursday with one count of molesting an 11-year-old girl. Martin Tan Chye Guan is said to have stroked the girl on the right arm and slid his fingers beneath her sleeve at a staircase landing of a block of flats in Hougang Street 91 on Aug 26.

He was remanded at Ang Mo Kio police division for further investigation. His case will be mentioned on Thursday. Tan, who is believed to be involved in other similar cases, would ask his victims to feel his heartbeat as a pretext or prelude to molesting them.

Last month, police issued an appeal for information which included CCTV images of the suspect. A member of the public came forward and tipped off the police after seeing the CCTV image. Tan was arrested at a unit in Compassvale on Tuesday. If convicted, he faces a jail term of up to five years or fine or caning or any combined punishment.

SINGAPORE : The man dubbed the "heartbeat molester" was charged in court on Thursday with molesting 27 more children.

This is in addition to the charge last week where he allegedly stroked an 11-year-old girl on her right arm and sliding his fingers beneath her shirt sleeve at a staircase landing in Hougang.

Martin Tan Chye Guan, 47, was accused of molesting the 27 girls between February 1, 1999 and October 8 this year.

The youngest victim was eight years old, while the oldest was 12.

Tan allegedly molested them in staircase landings across housing estates in Singapore.

In some instances, he purportedly grabbed the girls' hands and placed them on his private parts.

Three of his fanily members were present in court on Thursday.

A bail of S$50,000 was offered and Tan's passport was also ordered to be impounded.

If convicted, he can be jailed up to five years and fined or caned. - CNA /ls

A MAN dubbed the heartbeat molester was sentenced to 10 years' jail and 21 strokes of the cane on Friday for molesting young girls over a span of 11 years.

Described as one of the worst serial offenders, Martin Tan Chye Guan, 48, pleaded guilty to eight of 28 charges of outrage of modesty.

He has been diagnosed a paedophile by the Institute of Mental Health.

In all, 28 victims aged seven to 12 were molested by him in various parts of Singapore between Feb 1, 1999 and Oct 8 last year.

Tan, then a courier and part-time property agent, was arrested in November last year following a tip-off from a member of the public after viewing a CCTV image released through the media for information.

The court heard that he would pretend to look for directions or lie that he was looking for a friend's unit, and lure the victims to the staircase landing to molest them.

Deputy Public Prosecutor Agnes Chan told the court that he would violate the private parts of the victims under the pretext of asking them to feel his heartbeat or under the guise of fortune-telling by reading their palms.

She had urged District Judge Roy Neighbour to impose a substantial sentence with caning in view of the aggravating factors.

She said Tan was clearly a risk and danger to society and needed to be put off circulation for a long time to safeguard the safety and interests of the public.

SINGAPORE: A 55-year-old man has been sentenced to 12 years' jail for sexual offences that included outraging the modesty of primary school girls.

Ng Ban Keong had pleaded guilty to three charges of outraging the modesty of primary school girls and one charge of sexual penetration on February 2012.

He would carry a thermometer, surgical gloves, or what seemed like a stethoscope to make it look like he was a doctor.

He committed sexual offences against pre-pubescent girls over a period of six years from 2004.

In mitigation, defence counsel Subhas Anandan pointed out that his client is a first offender who has a heart problem.

Mr Anandan said Ng, who is married with two children, had pleaded guilty at an early stage. He added that Ng was suffering from erectile dysfunction at the time of the offence. This led to Ng's sexual frustrations and caused him to do things he normally would not have done.

Mr Anandan also said his client is remorseful and asked the court to show compassion and sentence Ng to 10 years' imprisonment.

But the prosecution stood firmly on its ground, saying in its submissions that Ng preyed on young girls as they are vulnerable. As a deterrent, the prosecution asked the court to give Ng 12 years' jail.

For outraging the modesty of a 10-year-old and two 11-year-olds, Ng was sentenced to five years and three months' jail.

Ng was also convicted of forcing a nine-year-old to perform oral sex on him on October 26, 2009 at Sims Drive. For this, he received eight years' imprisonment.

The district judge has ordered three of the sentences to run concurrently, bringing Ng's total sentence to 12 years.

Earlier, Ng arrived at the Subordinate Court building with a mask and cap. He looked calm as he sat in the dock, listening attentively as the sentence was read out.

It is understood that the defence may appeal against the sentence.
