Gruesome accident at Tampines St 45 T JUNCTION - RIP

Police already made arrest. This tells all that sufficient evidence it is the driver fault. One only need to stand at that junction for half an hour to count the number of vehicles dashing across red light. And all they can come up with is to ban heavy trucks? Are they stupid or dumb?

Immediate solution is very clear, clamp down on unsafe drivers. In the early 90s, there were many incidents of drunk driving accidents, police up the enforcement and penalty. Situation improved across the country. The solution is very clear, MHA and law ministry just need to issue joint statement, say reckless drivers to be charged for manslaughter. Roads will be safer overnight.

Saw many flowers being placed on the grass patch..

Shit Times reporter and a Mama video camera man were also there..

Even if they have walked, the truck driver would have mowed them down, just the same. How will pushing the bike help in anyway? Reckless driver don't differentiate between riders or pedestrians, or any other road users.

Then it comes down to AGC to decide. Police already made arrest, and driver is not "assisting investigation". Which is why I'm disgusted by the AGC. Not the first time that these AGC bastards let off reckless road killers.

Road kills should be treated like corruption case, where so long as the police can proof that the driver is the killer, then the case is established, and it will be the onus of driver to prove that he took all precautions and was not reckless, especially in a suburb area and traffic junction no less.

If the authorities treat the community so low by withdrawing TP-plated motorcycles and replacing same with FB-plated ones ridden by majority Malaysian citizens in the garb of a Singapore auxiliary policemen on our roads for traffic enforcement, these clearly demonstrate the true selfishness of the government for the people who voted them and tolerates their high pay packets.

The TP regulars are also much feared by the motoring public. Their very sight on the roads and highways send shock-waves into drivers and riders and one can see the sudden change in behaviour of cowardly careless riders, who suddenly become so docile at the sight of these officers.

On the other hand, the people know that the F-plated bikers can easily be "makan" or bullied, or even bribed.

I remember the "wise words" of LKY, "if you pay peanuts you get monkeys".

With immediate effect, bring back the TP-plated motorcycles ridden by regular policemen from TP on the roads instead of using them exclusively for their own selfish purposes as outriders for President, PM, Ministers and other top-guns on "official" duties and "official" funerals.

This is a clear cut case of abuse of state resources. Wastage of tax-payers monies.
Readers may recall, that the late Indian PM Indira Gandhi was defeated at the polls when her government was sacked for using Indian Air Force helicopters during her re-election campaign..

Singaporeans are not blind, fools or numb-skulls unable to see the blatant abuse of these posse during National Day functions. The FB-plated ones can be used for such purposes instead. This will also ensure that the auxiliarry police employers like Certis Cisco, Aetos, etc can make some money.

There is no need for security-threat scares as these auxiliary policemen are also "armed-to-the-teeth" just like the regulars. The VIPs security entourage also consists of QX-plated cars with many plainclothes officers in it. Why the need for more. Is it to show-off? Ptui.....

Our lives as Singaporeans are also important like that of the VIPs.

Give back the Regular police officers to the community for use for we are their paymasters.

On bail means nothing.

It all depends on the witnesses coming forward to help provide the IO with the most accurate version of the facts. thereafter we will have to depend on the good sensibility of the government to decide what to do after understanding all the facts. You can't just lynch the driver on the basis of mob justice.....

The Criminal Procedure Code or better known as CPC, previously allowed the detention of any suspect who is a subject for police investigation for up to 24 hours from the time of arrest till production in Court.

During this time, the investigator/s is required to prepares a case with whatever evidence he may have and have the suspect arraigned (first production) in Court.

In later years this period of detention was extended for up to 48 hours detention without bail.

However, unless absolutely neccessary, suspects of all bailable offences who weere detained and NOT produced in Court, had to be released within 24 hours on police bail, which is normally granted with or without surety / sureties for up to 2 weeks, after which the suspects are required to return to the police station and meet the investigator. The IO is also empowered to demand for cash bail but this is hardly practised by the police unless the case is truly a unique one where there is a likelihood that the suspectmay abscond, etc...

The initial police bail of 2 weeks can be further extended by the Head Investigation for another further period of 2 weeks.

During this "lull" period, the IO gathers the intrinsic evidence and other proffessional evidence and with this produce the suspect before a Court. The Court, which will again, if neccessary offer bail until the day of hearing.

So far, the police have been wise not to use the "48 hours detention" under the CPC (Criminal Procedure Code), unless absolutely neccessary. Very rare...Murder cases exempted.

This initial 24 or 48 hours is to enable the IO to gather the evidence against the accused and have him / her produced in Court.

This particular case is being either investigated under the Penal Code (Causing Death By Rash or negligent Act) or under the Road Traffic Act. Both of these statutes allow for the granting of bail.

MP Baey Yam Keng proposes new mandatory rule for heavy vehicles

SINGAPORE: Member of Parliament for Tampines GRC, Baey Yam Keng has proposed to make it mandatory for heavy vehicles to stay off residential areas with high pedestrian traffic.

Mr Baey had earlier suggested re-routing heavy vehicles so that they avoid areas near schools or busy walkways following the tragic accident which took place in Tampines on January 28.

Two brothers, aged seven and 13, died after their bicycle was hit by a cement truck at the junction of Tampines Avenue 9 and Tampines Street 45.

In a mature estate like Tampines, with a built-up network of roads, it would be a challenge to ensure heavy vehicles avoid areas with high pedestrian traffic, but Mr Baey believes there are ways to make it happen.

This may mean getting the drivers of heavy vehicles to go by a longer route.

Mr Baey said: "We understand that for such drivers, in their profession, they are paid according to the trips. So naturally they are anxious or in a hurry to complete the journey as soon as they can.

"But we will need their cooperation. If indeed a longer route is a safer route for other road users, then we would like them to help us in this because eventually it is better for everybody."

A day after the tragic accident, Mr Baey wrote in to the housing and transport authorities to find a solution on the matter.

He has asked the Housing and Development Board (HDB) and the Land Transport Authority (LTA) to work with their contractors and explore alternative routes for heavy vehicles to the construction sites.

Both authorities have replied to him, saying they are taking the issue seriously.

Mr Baey has also called for a review of the traffic management at the Tampines junction where two boys were killed.

He asked the Traffic Police for a report on the frequency of accidents there.

He said three accidents have been recorded at the junction since 2009, including the one on Monday.

The recent accident has prompted calls for action to promote road safety.

The Singapore Safety Council said it planned to publish a book on cycling guidelines.

Mr Baey stressed the need to ascertain the cause of the accident before the problem can be addressed.

He said: "The two boys were cycling, but they were crossing the traffic junction when that happened. I'm not sure whether a walking pedestrian would have suffered the same fate when that happened.

"So let us not jump to any conclusion that it is about cycling. That is why we need to understand the root of the accident and then address it squarely and promptly on that."

The brothers will be cremated on January 31.

Tampines junction to be reviewed after fatal accident

SINGAPORE: MP for Tampines GRC Baey Yam Keng says authorities will review the junction of Tampines Avenue 9 and Tampines Street 45, following a fatal accident there.

Two brothers, aged seven and 13, died after their bicycle was hit by a cement truck on Monday evening.

The brothers Nigel and Donovan cycled around the Tampines estate frequently.

The tragic accident came as a rude shock to their distraught parents who said their sons were usually very careful on the roads.

Mr Francis Yap, the father of the boys, said: "It's very sad. As a father, I have lost two kids. I hope that those people driving on the roads think about other people's families also. For those small roads, it's better to travel within the speed limits and don't go so fast, especially if you drive a big vehicle. It's very dangerous. So you must take extra caution to safeguard other people's lives."

Authorities are also assessing if the routes for heavy-duty vehicles can be reviewed.

Tampines GRC MP Baey Yam Keng said: "Given that this incident involved a cement truck and because of the various projects that are happening in the area, (such as) public housing projects (and) MRT lines (construction), there will be more heavy vehicles in the precinct.

"So, I've asked the authorities to review the routes taken by these vehicles to see if there is any way we could re-route them so that they avoid areas which are near schools or where there are many pedestrians."

Monday's accident is the second fatal one at that road junction in the last 13 months. In December 2011, a 22-year-old unlicensed driver killed a pedestrian while rashly making a right turn from Tampines Street 45 onto Tampines Avenue 9.

Residents Channel NewsAsia spoke to also said that the particular road junction is accident-prone and hope more can be done to beef up the safety in the area, especially with schools nearby.

To equip riders with bike handling competencies, the Singapore Cycling Federation has rolled out two cycling certification programmes.

The first is the BMX certification programme that provides riders with an assessment on their level of competency in bike handling.

The other, which is the Bronze certification programme, is somewhat similar to the Highway Code and practical motorbike-riding lessons. It also aims to educate riders on what to do when faced with dangerous situations while riding on the road.

Education Minister Heng Swee Keat meanwhile said schools will step up road safety education and work with the police and the Land Transport Authority on further measures to enhance safety.

Separately, the principal of Tampines North Primary School, Madam Neo Lay Wah, said Donovan was a cheerful student who was well-liked for his pleasant personality. He was helpful towards his classmates and was always well-behaved.

The older boy, Nigel, was an ex-student from the school. He was a friendly and outgoing boy who was always willing to lend a helping hand to his classmates.

The school is in contact with the family and the priority is to support them during this difficult time. The school will closely monitor the well-being of the staff and students and extend counselling support to the affected teachers and students.

Driver of truck involved in Tampines accident out on bail

SINGAPORE: The driver of a truck which hit and killed two boys in Tampines on Monday has been released on police bail.

The driving licence of the man, who is 56 years old, has been suspended.

Investigations are ongoing.

The boys, aged seven and 13, were on a bicycle when they were hit by the cement truck at the junction of Tampines Avenue 9 and Tampines Street 45.

They died on the spot.

The driver was arrested at the scene.
