Increase COE and ERP will not see immediate effect. Those already buy of course will use the car.

Increase fuel and ERP will make few % park their car.
Increase road tax and parking 3 time the current will make people think twice even not using need to pay. That will deter new buyer.
Just increase the road tax and parking and reduce COE quota. Scarp quantity more than new COE release.
Other COE and insurance let the market decide.
