Take a 2.5% compounded annual growth rate over 10 years and your $2,400 will come to about $3,100. That's the typical inflation rate itself (and we're not even talking about the above-average rate for Singapore property/housing ! which is the MAIN item in each family's/person's expenditure).
So the PAP farkers who came up with this Goal 2020 can do nothing, shake legs, and most probably your boss (in Singapore, likely a GLC, or the civil service) will increment your wage about 2-3% yearly so that by 2020, the target will be met without PAP having to lift a finger.
