The police can't do much as there are so many gangs around. Even if they are caught, the police can only detain them for a short period of time as these are petty crimes and then they are back to their gang again.

They will try to steal your wallet and if you catch the thieve, he will just smile at you and run back to their gang at the corner, who will all sneer at you!
