The PAP government, through various government agencies, have been doing that already. There's the lift upgrading programs, building of gardens, rain shelters, neighbourhood police post, mrt stations, etc etc. All of these play a huge role in improving the value of both BTOs and resale HDB flats. Only the opposition can be so dumb as to petition the government to stop all these programs so that housing prices won't go up so much.

If your home looks like the shithole you described, you might want to consider doing some basic area cleaning and repainting. That alone would increase the resale value a lot more than the amount you would have to pay for for paint and housekeeping.

I was visiting the heartlands & noticed that some shops were missing. So I asked the shop nearby they were closed. I was told the rent had increased.
This the MO(modus operandi) of the PAP. As long as they are in power expect rental to keep increasing in Spore.
