This is a sound suggestion but impossible to enforce, The rich guy will get it registered under another persons name.
Some people will offer their name for a fee in return.
There are ways to plug these holes to punish them under tax evading law if caught, jail term will be a good deterrence as rich guy is afraid of that.

So the 11th car's COE will be current COE price X 11, that's almost 1.1M base on current COE, if you are so rich to own 11 cars, you can afford the 1.1M
