SINGAPORE - Peter Khoo Chong Meng, former senior vice-president of the English and Malay News Division, at Singapore Press Holdings' (SPH), was charged in court today for criminal breach of trust and corruption.

The 49-year-old, who is now a marketing and branding consultant, faces two charges of criminal breach of trust and another eight charges of corruption tendered by the Corruption Practices Investigation Bureau (CPIB).

In September 2010, it was reported that he had voluntarily admitted to receiving illegal payments and misappropriating shopping vouchers handled by his Editorial Projects Unit.

These vouchers were intended for branding and promotion activities of The Straits Times, which his unit organises.

Mr Khoo has made restitution of $196,500 for the payments he admitted to receiving illegally and for the vouchers he misappropriated.

He was then dismissed by SPH, where he worked for 22 years.

The Straits Times reported that he arrived in court with his lawyers at 8.45am today.

He declined to speak to the media.

Khoo will return to court on July 10.

Former senior vice-president of the English and Malay News Division at Singapore Press Holdings (SPH) Peter Khoo Chong Meng, 49, will be pleading guilty to three of 10 charges: one charge of criminal breach of trust and two of corruption.

The Straits Times reported that Khoo's counsel, Mr Alfonso Ang, told the court on Tuesday that his client had always intended to plead guilty and will do so.

Khoo had allegedly received $83,500 in kickbacks between July 2006 and August 2010 from Mr Liaw Kim Chew, whose firm Sino British Industries was a supplier for SPH. Newspapers Division.

Khoo has also been charged with two counts of misappropriating $23,095 worth of shopping vouchers intended for branding and promotions activities of The Straits Times.

Mr Ang has asked for four weeks to settle matters with the prosecution and Khoo will return to court on Aug 7.

Former Singapore Press Holdings senior executive Peter Khoo Chong Meng, who faces charges of criminal breach of trust and corruption, was back in court a third time on Tuesday.

The 49-year-old's lawyer requested two weeks' adjournment to prepare mitigation.

Khoo was charged last month with misappropriating Capita vouchers worth $11,547 on each of two occasions between May 2007 and January 2008 and between August 2009 and July 2010.

He is also said to have obtained bribes of between $5,000 and $30,000 from a supplier, Mr Liaw Kim Chew, on eight occasions between 2006 and 2010 in return for awarding him business deals.

SINGAPORE: Former Singapore Press Holdings (SPH) senior executive Peter Khoo Chong Meng pleaded guilty on Friday to two counts of corruption and one count of criminal breach of trust.

Seven other similar charges have been taken into consideration.

49-year-old Khoo, who was the Senior Vice president of the English and Malay news division, also headed the committee which held events to raise funds for The Straits Times School Pocket Money Fund.

Turning up in court on Friday with his family and supporters, Khoo kept his eyes closed when his plea was taken.

Khoo, who is married with a 7-year-old son, also declined to speak the media later.

This is his second appearance in court after he was charged in June with a total of 10 counts of corruption and criminal breach of trust.

Court documents revealed that he misappropriated shopping vouchers worth S$11,548 between May 2007 and July 2010.

The vouchers, which were sponsored or purchased by SPH, were to be given to readers for news tip-offs, but Khoo used them to purchase items for his own use, including a 50-inch plasma TV, a refrigerator and air tickets.

Khoo also obtained gratifications amounting to S$83,500 from a supplier, Liaw Kim Chew in exchange for furthering Liaw's business.

Between November 2007 and September 2010, Khoo received bribes between S$5,000 and S$30,000 from Liaw, a managing director for Sino British Industries, Retro Development and Rifo Global.

Liaw asked about contracts with SPH, and Khoo told Liaw that he could bid for some jobs with SPH as the media company regularly ordered items such as T-shirts and stationery for its promotional events.

On one occasion, Khoo received S$30,000 in cash from Liaw as a reward for helping Liaw secure a SPH contract, worth S$198,000, for the sale and purchase of 100,000 "coin-banks."

Khoo was dismissed from SPH in September 2010.

In a 29-page written mitigation plea, he was said to have been "very troubled and depressed" by the offenses before he voluntarily confessed to the authorities, including his employers at the Straits Times.

Khoo's lawyer, Mr Alfonso Ang, noted this in his plea, saying that his client was "genuine and remorseful" and "handed on a platter the case against himself to SPH and the authorities."

It was also stated in the plea that Khoo had since made full restitution to SPH for both the value of the vouchers and the monies he had corruptly received from Liaw.

Khoo will be sentenced on November 16.

This morning's sentencing of former Singapore Press Holdings (SPH) senior executive Peter Khoo Chong Meng, who faces corruption and criminal breach of trust charges, has been adjourned to Dec 21.

Lawyer Alfonso Ang, who is representing Khoo, said the reason for the postponement was because the prosecution had wanted to make further submissions for the case and his client would need to reply to these.

Khoo, 49, had in August, pleaded guilty to two counts of corruption and one of criminal breach of trust. Seven other charges are to be taken into consideration by the court for sentencing.

Khoo was accompanied in court today by his family and friends.

This is nothing compared to what's happening in PRC, India or Pinoyland yet we import tonnes of trash from these countries to serve the pappy's own interest.

The saddest part is of course the poor silliporean wage earners(struggling to make a decent living)trying to compete with foreigners (with their dirty monies from corruption) in buying muti-million dollar properties-and enslave themselves till 65 years old.

SINGAPORE: A former senior executive of Singapore Press Holdings (SPH) has been fined S$100,000 for corruption and criminal breach of trust.

Peter Khoo Chong Meng, 49, was found guilty of two counts of corruption and one count of criminal breach of trust. Seven other charges were also taken into account.

The fine was given in lieu of a 20 weeks' jail sentence.

He was also ordered to pay a penalty of S$83,500 to the authorities. This is equivalent to the sum of bribes Khoo received.

Khoo misappropriated shopping vouchers worth about S$11,500 between May 2007 and July 2010.

The vouchers, which were sponsored or purchased by SPH, were used by Khoo to pay for items like a plasma television, refrigerator and air tickets.

Khoo also obtained gratification amounting to S$83,500 from a supplier, Richard Liaw Kim Chew, in exchange for showing business favours.

Between November 2007 and September 2010, he received bribes amounting between S$5,000 and S$30,000 from Liaw, a managing director for Sino British Industries, Retro Development and Rifo Global.

Khoo was Senior Vice President of SPH's English and Malay News Division. He also headed a committee that raised funds for The Straits Times School Pocket Money Fund.

During the sentencing on Thursday, District Judge Soh noted strong mitigating factors that outweighed aggravating factors.

One key mitigating factor was that Khoo voluntarily confessed to his employers and cooperated with the authorities.

He also voluntarily paid back the full amount involved to SPH in September 2010.

The judge however noted that the offences were committed over several years, with Khoo actively soliciting for bribes.

In one instance, Khoo demanded and obtained from Liaw a bribe of S$30,000.

The maximum sentence for corruption is jail of up to five years, and a fine of up to S$100,000. The maximum sentence for criminal breach of trust is seven years jail, a fine, or both.

A businessman was charged in a district court on Wednesday with eight counts of giving bribes totalling $83,500 to a former senior executive of Singapore Press Holdings.

Liaw Kim Chew, 51, is alleged to have given between $5,000 and $30,000 to Mr Peter Khoo Chong Meng, a former senior vice-president SPH's English and Malay Newspapers Division and head of its Editorial Projects Unit, to ensure that he would be awarded business deals from the unit between 2006 and 2010.

In the charge involving the $30,000 bribe, Liaw is said to have ensured that he would clinch a deal to supply 100,000 coin banks to the Editorial Project Unit.

Mr Khoo was fined $100,000 last month after he had pleaded guilty to two charges of corruption and one of criminal breach of trust. The 49-year-old was also ordered to pay a penalty of $83,500.
