No need to hire lawyer to sue. Just insist to police that they took not only without permission but also by force, and when confronted, retaliated by force too. That's not only theft. That's robbery! Then call up gang to fight somemore! That's robbery and rioting!

They actually fought over this small plate of chili? Gosh....how wise.....On the other hand , maybe the reporter did not get the story right the first time..Could it be like this....

Woman : It's CNY. I was sprinkling red chili to wish the stall owner 恭喜发财,红包一个来!!!

Owner : I was was trying to pat her head to THANK her for her kind gesture. And she must have liked it that she asked her boyfriend over to share the goodwill. And since I had no 红包 with me, somehow I just got to give something auspicious in return. So I gave them a (红)鸿运当头. The boyfriend did not seem to like to see RED on his face. Waste my good intention, really... It's all a misunderstanding.....
 
PRC stall keeper selling Chinese North-Eastern food ...ie Manchurian food.

Ah Lian was not happy at how rude the PRC stall keeper was towards her after she took his chilli...... So she threw the chili on the next table, spilling the contents. PRC stall keeper's wife then made the first move to push the Ah Lian. Ah Beng came to help and was attacked by 4 PRC stall keepers.

Singaporean Ah Beng nose was fractured by the PRC mob.

This is not a matter of supporting PRC or not. That ah lian was wrong to take anything from the stall that she has no business with. Simple as that! Even if she had purchased food from that stall, she should have the courtesy to ask the stall owner for the chili.

When I want more curry for my prata, I don't just go and scoop the curry, I ask the prata man first. Same with chili. This is having manners.

Many PRCs are really horribly loud and uncouth. A few days before LNY, I was crossing the road at a pedestrian crossing with my wife and a PRC bicyclist came zipping through, almost knocking into us. I gave a loud "hey, watch out!" He actually stopped at the pavement and returned a blasting of I don't know what except it's heavily PRC-accented Mandarin. I stared at him and said, "you nearly knocked into my wife" in English, firmly and quite fiercely I think. I didn't know if he understood that. But I think by the time he got a good look at me, he understood that I'm six-foot tall and he's hardly five and a half, muttered something unintelligible to me and sped off.

Btw, she is not 20 years old, she is "in her 20s" and there was only 'one stallowner" according to the original report.

I deduced that the woman is a prc national by looking at the photo of her and her friends with the policemen. Look at their typical prc faces.

she looks more like the stall owner's companions. they are wearing collar tshirt with same stripes. looks like uniform to me -

i also know alot of prc ladies and they eat noodles dont need fresh cut chilli one. its the singaporeans who cannot eat without fresh cut chilli.

Not sure about the uniform and about prc women not eating cut chili. She could be from szechuan province.

Surely it's not theft. Theft is sneakily taking without permission. This is robbery! Don't give it, face getting beaten up. There's no such thing as chili at foodstall on display is free. Even if one patronised the stall, one's still obligated to ask for permission before taking something more. Yong tow foo and Indian rojak are also on display.
