AN ODD-JOB labourer was sentenced to six months' jail and fined a total of $16,000 on Monday for operating massage parlours without a licence and employing two Chinese nationals as masseurs without valid work permits.

Yeo Liang Joo, 53, pleaded guilty to 20 counts of running eight massage businesses at various locations between May 2007 and September 2008, and two charges of employing two masseuses at Xia Ri Beauty & Spas at MacPherson Road when they had no work permits on March 9, 2008.

Between Sept 3 and 9, 2008, he employed another Chinese national as a masseuse at Bai Yu Beauty Centre when no work pass had been obtained from the Manpower Ministry.

Another 38 similar charges were taken into consideration.

The maximum penalty for carrying on an establishment for massage is a fine of up to $1,000 per charge.

For employing someone without a valid work permit, Yeo could have been jailed for up to two years and fined up to $4,000 on each charge. The other offence under the Employment of Foreign Manpower Act is punishable with a fine of up to $15,000 and/or a jail term of up to 12 months.

He got rich enough running illegal massage parlours so he did not need a regular job mah! You are assuming he is an innocent odd job man. If you can get rich doing illegal business, wld you have a regular job too? You wld just say you are an odd job man lah!

Yes, at the age and the euphemism "odd-job labourer". This tua peh kong business boomed in the late 80s after quota for migrant construction workers were breached and the laws were amended to apply heavier penalities. Very quickly the big construction companies, shipyard operators started organising tua peh kong via construction suprevisors who went into the "labour management business" What is shocking is that the rewards are high enough for civil servants in mid career from ICA, MOM, the Police Force to become Tua Pei Kongs.

It now cuts across the whole shady subterranean business from illegal workers, phantom workers, massage parlours, pirated videos, etc.

The people who engaged them will be attending CCC meetings and visiting the Istana every 5 years for the public service medals.

The enforcement arm from the various govt agencies are also happy because, the chap will plead guilty and their conviction rate is high. Only in this decade that CPIB started going after Tua Pei Kongs.

Someone to save the actual towkays such as god I suppose. They are paid a monthly salary and they also get paid while in prison. Except for furnishing their NRIC and signature, nothing to do with the business.

Yeah, Tua Pek Gong is the popular Taoist deity macham like a local god. So the "TPG" watches over the massage parlour, DVD shop etc and when police comes, they are the fall guy, thus saving the real masterminds behind these ventures.

Good money for good-for-nothings.
