Stairway already narrow and still split into half for ramp?

STOMPer bawaman82 wonders why this stairway in Serangoon is already so narrow and yet half of it is made into a ramp. Only one person can use any half at a time.

Said the STOMPer:

"The stairs in Serangoon is so narrow, yet it is still split it in half.

"They made one half into a ramp.

"Why not just convert the whole thing into a ramp?

"You can only fit one person at a time on each half."
