內會混戰最少14泛民被逐 李慧琼40票當選主席

立法會內務委員會選主席風波在歷經7個月後終於完結。立法會主席梁君彥早前決定參考英國御用大律師的意見，引用《議事規則》第92條，於今早(18日)11時召開會議，並指定由財務委員會主席陳健波主持選舉。會議甫開始即爆發衝突，並因有泛民議員與保安拉扯受傷而一度暫停會議，混亂糾纏約1小時後，在最少有14名泛民議員被趕離場、無民主派投票下，完成選主席程序，最終由李慧琼以40票當選。
陳健波約於早上10時15分已坐上主席台，附近約有20名保安把守，嚴陣以待；而多名泛民議員等已行近主席台，與保安對峙。會議在早上11時開始時，對峙的10多名泛民議員對保安拉扯，情況混亂。陳健波隨即宣布不會處理規程問題，會直接投票選主席，並驅逐議員陳淑莊、許智峯、朱凱廸、鄺俊宇、尹兆堅離場。陳健波之後於早上11時09分宣布，因有議員受傷暫停會議。
民主派議員批評陳健波是非法主持會議，根本無權處理內會，並不斷高叫口號「陳健波，打茅波」。會議於早上11時36分恢復，陳健波隨即向企於枱上的林卓廷作出警告，之後又指郭家麒、楊岳橋、胡志偉、譚文豪、邵家臻與保安推撞，遂將6人驅逐離場。
陳健波其後又警告黃碧雲、莫乃光、陳志全返回座位，以便進行選主席程序，但3人未有理會，隨即再驅逐3人離場。
早上近9時，召開內委會會議的會議室1外已設有欄杆，亦有多名保安在會議室外戒備。另外，在金鐘一帶亦有不少警察駐守，在中信大廈外有數輛警車，通往立法會和中信大廈的天橋亦有十多名軍裝警察分批戒備。

The election of the chairman of the Legislative Council ’s House Committee finally ended after seven months. The chairman of the Legislative Council, Liang Junyan, decided to refer to the opinion of the British Queen ’s Counsel and quoted rule 92 of the "Rules of Procedure" to convene a meeting at 11 o'clock this morning (18th) and appointed the chairman of the Finance Committee Chen Jianbo to preside over the election. Conflict broke out as soon as the meeting started, and the meeting was temporarily suspended due to the injury caused by the Pan-Presidents and security guards. After an hour of chaos and entanglement, at least 14 Pan-Presidents were expelled from the field without a democratic vote to complete the election. The chairman's procedure was ultimately elected by Li Huiqiong with 40 votes.
Chen Jianbo had already sat on the podium at about 10:15 in the morning, and there were about 20 security guards in the vicinity. When the meeting started at 11 a.m., more than 10 pan-fighting parliamentarians confronted the security guards and the situation was chaotic. Chen Jianbo immediately announced that he would not deal with the issue of procedures. He would directly vote for the chairman and expel MPs Chen Shuzhuang, Xu Zhifeng, Zhu Kaidi, Kwong Junyu, and Yin Zhaojian from the scene. Chen Jianbo then announced at 11:09 in the morning that the meeting was suspended due to injury to a lawmaker.
Democrats have criticized Chen Jianbo for illegally presiding over meetings. They simply have no right to deal with internal meetings, and constantly chanted the slogan "Chen Jianbo, playing Maobo." The meeting resumed at 11:36 in the morning. Chen Jianbo immediately issued a warning to Lin Zhuoting, who was on the stage. After that, he pointed out that Guo Jiaqi, Yang Yueqiao, Hu Zhiwei, Tan Wenhao, and Shao Jiazhen collided with the security guards, and then deported six people.
Chen Jianbo then warned Huang Biyun, Mo Naiguang, and Chen Zhiquan to return to their seats in order to proceed with the chairman election process.
At 9 o'clock in the morning, there were railings outside the meeting room 1 where the meeting of the internal committee was held, and there were also multiple security guards outside the meeting room. In addition, there are many police stationed in the vicinity of Admiralty. There are several police cars outside the CITIC Building. There are also more than a dozen uniformed policemen on guard on the flyover leading to the Legislative Council and the CITIC Building.
