Grassroots chairman jailed for stealing from elderly[/h]

A former chairman of a resident’s committee (RC) and town councillor, Ms Lee
Shwu Huah, 47, was jailed for 4 weeks for stealing $26,000 from an elderly
neighbour. She was sentenced by the Court today (31 Oct).
The court heard that Lee accompanied Madam Au, 81, who suffered from amnesia,
to DBS Bank’s Rochor branch on 11 Apr to apply for a POSB ATM card. She then
kept it for safekeeping.
Half an hour later, Lee used the ATM card and withdrew $1,000 from Mdm Au’s
account.
For the next 16 days, Lee continued to make unauthorized withdrawals almost
everyday.
The bank then notified the account holder, Mdm Au on 3 May about the series
of suspicious withdrawals. A total of $26,000 had been withdrawn by then.
Mdm Au then made a police report and follow-up investigations by the police
were traced to Lee.
23 other charges were taken into consideration. Lee had pleaded guilty to
three counts of theft of $1,000 each from Mdm Au. She could have been jailed for
up to three years and/or fined on each charge.
Lee Shwu Huah was the chairman of the Kampong Glam Selegie RC [

at the time of the offences in Apr. She was also a member of the Kampong Glam
Citizens’ Consultative Committee [
Link]. The
Citizens’ Consultative Committee (CCC) are the umbrella organisations of all
grassroots organisations. They plan and lead grassroots activities at the
constituency level, oversee community and welfare programmes, and serve as a
feedback channel between the people and the Government
According to Kampong Glam’s website [
Link], Kampong Glam is one of the 4
divisions under the Moulmein-Kallang GRC. Kampong Glam Division alone serves
more than 31,000 residents and its MP and Advisor is Ms Denise Phua. The other 3
divisions in Moulmein-Kallang GRC include: Jalan Besar (Edwin Tong), Kolam Ayer
(Minister Yaacob Ibrahim) and Moulmein (Minister Lui Tuck Yew).
Under the Kampong Glam Division, it is further served by 9 RCs:
- Kampong Glam Beach Road RC
- Kampong Glam Bras Basah Complex RC
- Kampong Glam Crawford RC
- Kampong Glam Selegie RC (Lee Shwu Huah was the chairman here)
- Kampong Glam Waterloo RC
- Kampong Glam Rochor Centre RC
- Kampong Glam Rowell Court RC
- Kampong Glam Kelantan RC
- Kampong Glam Hong Lim RC
The RC in public housing estates promote neighbourliness, racial harmony and
community cohesiveness among the residents within their RC zones. The RCs also
work closely with other PA grassroots organisations like the CCC and selected
government agencies to improve the physical environment and safety of the local
precinct.
Other than part of RC and CCC, Lee was also a member of the Moulmein-Kallang
Town Council [

was a member of the Estate Management Committee of the Moulmein-Kallang Town
Council.
It is not known if Lee is a member of the PAP.
