Actually when USA is knocked back to the stone age Federal and 50 States' govt will be unable to function. Obama want to surrender but he can not communicate with enemy because all communications are broken. So he will hang his own white underwear on the Whitehouse flag mast. 
But the one country which nuked the EMP bomb might not want to Hew-Lan the surrender.
Actually if you just leave USA in that state it's many internal crisis will take good care of itself plus external small enemies e.g. Cuba, Al Qaeda, Taliban, Venezuela, etc etc. The internal racism, drug cartels, street gangs, mafia, anti-govt, domestic terrorists, will altogether stage uprising. US will be in a massive civil war. You don't need to invade it.
