Dr Jiade Jay Lu at NUH
Following the publishing of TRE article (‘Foreign
doctor with license revoked in U.S. now employed by NUH in Singapore‘),
another reader has informed TRE that Dr Lu was appointed as an Independent
Director of a Singapore public listed company, Healthway Medical Corporation
Limited.
According to information from Businessweek Executive Profile & Biography
[Link],
Dr Jiade Jay Lu served as an Independent Director of Healthway Medical
Corporation Ltd since 14 Jul 2009 until Mar 2012. Dr Lu obtained his Doctor of
Medicine from the State University of New York at Buffalo in 1996. He obtained
his Master of Business Administration from the National University of Singapore
and the University of California, Los Angeles in 2005.
And according to the Annual Report 2011 of Healthway Medical, he was paid an
annual Director’s Fee of below $250,000 before he resigned from the board of
Healthway Medical on 22 Mar this year:
What is even more interesting is that as a Director of a public listed
company, Dr Lu declared to the Singapore Stock Exchange (SGX) in 2009 that he
had not been the subject of any past investigation or disciplinary proceedings.
Also, he declared that he had not been reprimanded by any other regulatory
authority or government agency elsewhere in the world [Link]:

However, as confirmed by NUH and NCIS, Dr Lu was struck off from Florida’s
medical register after he was caught selling the prescription drug Viagra
illegally online in 1999 (‘NUH

In fact, the U.S. Florida’s Board of Medicine found Dr Lu violated the
standard of care which was required from a licensed physician. The Board also
found that he inappropriately dispensed and prescribed Viagra, and failed to
keep medical records of patients. He was found to have violated 3 counts of the
Florida Statutes [Link]:

He was then struck off from the medical register of Florida. Subsequently, he
made his way to Singapore in 2001 and found a job with NUH. He has since been
working in NUH for the past 11 years.
In Mar 2011, Dr Lu actually went back to Florida’s Board of Medicine in
person to discuss the revocation of his Florida medical licence [Link].
After some discussion, for some unexplained reasons, he requested to withdraw
his ‘Petition for Variance or Waiver’ and to withdraw his application for
licensure. In other words, Dr Lu decided to drop his appeal and so, his
Florida’s licence continues to remain in “REVOKED” status. It is not known why
Dr Lu withdrew his appeal.
Still NUH and NCIS continue to defend him.
Prof Wong, head of NCIS, said, “When we’re young, we tend to do things that
are not smart.”
Mr Sim, CEO of NUH, also defended Dr Lu saying that it was a “dumb
mistake”.
Whatever it is, one thing is certain. Dr Lu was investigated and subsequently
reprimanded and had his medical licence stuck off by the Dept of Health in the
State of Florida before he became an Independent Director of a Singapore public
listed company in 2009.
