He got insider information that no one have, PAP can provide to him last election's voters profile in PE. They don't know who vote for PAP but they know which few block and how many % voted for PAP. From there they can check how many Civil servants, PR and those fit the PAP supporter profile.

If they are still living there, then PAP is confident that their core support is still intact, swing vote of at least 5% is needed to unseat PAP and that is not easy at all, even with the recent screw up, they can afford to loose 3% swing vote and with 4 corner fight, some opposition supporter will vote for SDA, Loony independent etc so WP's vote will be less then last election.

End of the day, PAP will still win with a lesser margin.
