Turkey has received the first shipment of S-400 air defense missile system equipment from Moscow, defying pressure from Washington to scrap the arms deal with Russia.
The components arrived at the Murted military airfield outside Ankara on Friday, the nation’s Ministry of National Defense said in a short statement.
Russia’s Defense Ministry has confirmed that the shipment of S-400s has started and will continue as scheduled.
Turkey and Russia signed a contract for the delivery of four S-400 batteries in 2017. The contract earned Ankara the ongoing row with Washington, which strongly opposes the deal, claiming the purchase of advanced Russian-made weapons undermines the security of NATO and goes against American interests.
Also on rt.com US threatens Turkey with ‘economic ramifications’ over Russia missile defense deal
In order to pressure Ankara into dropping the contract with Russia, the US suspended the shipment of fifth generation F-35 jet fighters to Turkey. Last month, the Pentagon revealed plans to phase out Turkey’s participation in the F-35 program altogether by July 31. A senior US defense official told Reuters that Ankara should brace for “ramifications” for its economy as well, if it sticks to the S-400 agreement with Moscow.
Turkey has repeatedly rebuffed calls from the US to scrap the deal, saying it is free to choose the countries it buys weapons from. Turkish President Recep Tayyip Erdogan said excluding the nation from the F-35 program would be “robbery,” since Ankara has already invested money in it.
Also on rt.com US won't train any more Turkish F-35 pilots as Ankara refuses to ditch S-400 – report
Similarly, Washington has been attempting to dissuade India from purchasing S-400s. New Delhi reached a deal to buy the missile systems from Moscow in October. Indian officials are now seeking a waiver from the US that will allow the nation to buy the weapons without the risk of violating American sanctions on Moscow.
“We will do what is in our national interest,” India’s foreign minister, Subrahmanyam Jaishankar, said after talks with his American counterpart, Mike Pompeo last month.

The medium-range and long-range S-400 Triumf surface-to-air missile system was developed as an upgraded version of the S-300. The all-weather weapon can shoot down aircraft at a distance of up to 250km (155 miles) and intercept ballistic missiles up to 60km (37 miles) away.

Why Are Russian S-300 Missile Systems In The United States?

What are Russian S-300 air defense systems doing in the United States?
Satellite images recently surfaced online after military enthusiasts discovered the installations which appeared to show elements of the Soviet-designed S-300PT system located at a US military range.
File photo of S-300 system of illustrative purposes.
The images sparked even greater interest after they were analyzed by the popular military site Defence Blog, which discussed their authenticity and possible reasons such Soviet missiles would be located at a US military range.

According to the Defence Blog analysis:
A 30N6 fire control system and semi-trailer arrangements of 5P85 Transporter Erector Launchers (TEL) have been seen in satellite imagery of the U.S. military range. All these vehicles are part of the S-300PT surface-to-air missile system.
S-300PТ system is designed for the defensive purpose of administrative, industrial and military buildings and objects against all kind air attacks.
Likely such Russian systems are obtained by the US Department of Defense via partner former Soviet countries like Ukraine.
Defence Blog explained that the US Army "commonly practices air assault with Russian-style air defense systems during training exercises."
This adds "extra realism" during live simulated drills: "It uses styled or real combat vehicles and air defense systems to add extra realism to various exercises," according to the report.
Months ago western nations as well as Israel expressed alarm over Russia transferring its deadly S-300 systems to the Syrian government following an uptick in brazen Israeli aerial attacks, which had further resulted in the accidental downing of a Russian reconnaissance plane near Syria's coast, killing 15 crew members aboard.
US and Israeli jets operating in or near Syria will now face down newly trained Syrian operators utilizing S-300 missiles to thwart any threats. No doubt, US and Israeli defense planners are also ramping up force readiness against the S-300s, most likely by training F-35 jets on how to avoid and take them out.

As Turkey beamed out images of Russian S-400 air defense systems being delivered, US lawmakers demanded immediate sanctions against Ankara, while the Pentagon and the State Department remained strangely silent.
House Foreign Affairs Committee chair Eliot Engel (D-New York) and ranking member Rep. Michael McCaul (R-Texas) reacted to the delivery of the missiles by declaring that Turkey and its president, Recep Tayyip Erdogan, “must face stiff consequences.”
“President Erdogan was given a very clear choice. Unfortunately, he has clearly made the wrong one. That a NATO ally would choose to side with Russia and Vladimir Putin over the alliance and closer cooperation with the United States is hard to fathom,”
the duo said in a statement on Friday.

They demanded of the Trump administration to “terminate” Turkey’s participation in the F-35 stealth fighter program and “sanction Turkish individuals doing business with the Russian defense sector, as required by law.”
Under the Countering America's Adversaries Through Sanctions Act (CAATSA), passed in 2017 over President Donald Trump’s objections, the US has to penalize countries that buy weapons systems from Russia.
Their pleas seemed to fall on deaf ears at the Pentagon and the State Department, however. The Department of Defense only confirmed that the subject of the S-400s came up in the 30-minute conversation between Acting Secretary Mark Esper and his Turkish counterpart, but offered no further details.

The Pentagon has not done on-camera briefings for a while, and the press corps got excited when they heard one was scheduled for Friday, expecting it would address the issue. To their great disappointment, however, it was “postponed indefinitely.”

Washington is taking Ankara’s “betrayal” especially hard, since their anti-Soviet alliance predates even the founding of NATO. Following an attempted military coup in July 2016 – which Erdogan blamed on the cleric living in the US under CIA protection – he began turning towards Russia, negotiating the purchase of the S-400s and justifying it by the US withdrawal of Patriot missile batteries.
Ankara has responded to US threats to cut it off from the F-35 program by saying that it would go against the terms of the deal to manufacture the fifth-generation fighter. Turkey is part of the multinational consortium developing and producing parts for the troubled Lockheed Martin jet, and was expected to buy 100 of them. Dropping it from the program might negatively impact production and further increase the cost of the already overpriced war machine.

Washington fears that the S-400 could reveal the ‘secrets’ of the F-35 to Moscow and render the secretive stealth fighter vulnerable to Russian countermeasures.

[Global Network reported trainee reporter Wen Jiayue] Turkey announced to Russia that the image of S-400 anti-aircraft missile system components was delivered. According to "Russia Today" (RT), on the 12th local time, US Congressman requested immediate implementation of Ankara. Sanctions, the Pentagon and the State Department have unexpectedly remained silent.

RT said that at present, the House Foreign Affairs Committee Chairman Eliot Engel and senior House member Michael McCaul have responded to the delivery, saying that Turkey and Turkish President Erdogan " Must face severe consequences."

On the 12th local time, Engel and McCall said in a statement: "President Erdogan has been given a very clear option, unfortunately, he apparently made a mistake (option). It is difficult Understand that the NATO Congress chooses to stand side by side with Russia and Vladimir Putin, rather than with the US alliance and closer cooperation." RT said they asked the Trump administration to "terminate" Turkey to participate in the F-35 stealth fighter. Projects and “lawfully sanction Turkish individuals who have business dealings with the Russian Ministry of Defence”.

According to RT, in 2017, the United States passed the "Anti-American Countervailing Law against Sanctions (CAATSA)", according to which the United States must punish countries that purchase weapons systems from Russia.

However, RT said that the Pentagon and the State Department seem to have turned a blind eye to Engel and McCall's request.

The US Department of Defense only confirmed that the Acting Defense Minister Espoo and the Turkish Defense Minister’s 30-minute conversation referred to the S-400 issue, but the Ministry of Defense did not provide further details. RT also said that the Pentagon has not made a briefing in front of the camera for a while, and the briefing that was scheduled to be held on the 12th was also "deferred indefinitely."

In 2017, Turkey and Russia signed a $2.5 billion S-400 system purchase contract. The United States has frequently asked Turkey to abandon the agreement and instead buy the US "Patriot" system, and use sanctions and the cancellation of the F-35 fighter to threaten Turkey.
