the only reason why those "officials" are saying not to wear a mask is because there are not ENOUGH masks to supply the whole world to use on a daily basis.

That's it. Otherwise the advice should be to wear masks at ALL times except when eating. And changing masks on a frequent basis would be advised. Use 1 mask per hour.

But because there are no such resources it would be irresponsible to give such an advice because it will deplete mask supplies that may be crucial to healthcare workers and highly vulnerable populations.

1) Pathogen load - the higher the quantity of the pathogen you get exposed to the more likely you get infected
2) Characteristic of the pathogen itself - some pathogens are highly infective eg ebola, some are not so infective
