Ruling party uses government funding to finance their campaigns. What do the other political entities have? Awaiting the benevolence of the ruling party to promote greater civic participation or faith in the brand of democratic political process here? Let's get real. They don't have the luxury of dipping into the same pool of government budget that some other countries practice.
Political entities must have their sources of funds in order for them to play their necessary part in the democratic political process, especially here, without which they can never mount an effective campaign against what some might say is a despotic regime.
