I vote for road safety campaigns. Start at primary school level, frequent workshops, no textbook lesson at which they will fall asleep. Include session on courtesy, defensive behavier, how to maintain bicycles and how keep them road worthy.

And please dont say its the parents job. As seen on the roads the current generation has no clue. I wouldnt trust most to do that.
