The Second Temple of Judaism was built in 515 BCE, after the First Temple was destroyed by the Babylonians in 586 BCE.
The Al-Aqsa Mosque was built on the ruins of the Temple.

When Arabs conquered Jerusalem after mohamed died, there were no Jews left. The Christians have chased them away. It was 50 years later that dome of the rock was erected.

It was British who named the area after it was ceded from Turkish empire. .

The Palestinian part of land cannot be developed. As it can be seized at any time. So no banks or investors willing to put money doing it. I imagine those current homes were built using AID or donor money.
