Including the 3 rejects (Koh Poh Koon, Ong Ye Kung, Desmond Choo) from the last GE, the total new faces are 17.
They have yet to annouce the candidates for 4 GRCs (Aljunied, East Coast, Marine Parade & Nee Soon) and 2 SMCs (Punggol East & Fengshan).
There were rumours that Aljunied will comprises all new candidates:

while another four new faces (Lai Chung Han, Louis Ng, Josephus Tan & Cheryl Chan), 3 of them to replaced Jessica Tan (EC), Seah Kian Peng (MP), Lee Bee Wah (NS) and the remaining one contesting in Fengshan.
If these are correct, there will only be 17 retiring MPs this time round, much less than the 24 in the last GE.
Looks like PAppies is having problem attracting new candidates, so much so that they had to recycle old men like GCT and CC.
Note that those constituencies that were still not announced are all contested by WP. It goes to show that they are very afraid of WP.
