You forgot 1 very important fact, all HDB flats have only 99 yr leases, so the likelihood of any HDB flat being passed on to grandchildren to live on as an inheritance is a pipe dream.

Those who have bought resale flats have even less than 99 yrs of lease lifespan left to be passed on to their grandchildren.

So there are 2 ways for the future PAP to whack future generations where HDB flats are concerned, either sky high prices for newly built HDB flats or a hefty 99 yr leases renewal for old flats still not sold off by the last owner(grandparent/parent)
