Not too sure. Imo, easier for corrupt acts if you are in position. Same for cheating or CBT. Can an Ah Beng cheat or CBT a big sum of money? Much easier for elites. Problem is whether such acts were detected and if so, were the cases pursued vigorously? Or benefit of doubt given and these chaps given warning. A minister of health was removed after it was ascertained he was instrumental in getting benefits for his relative in the pharmacy biz at one of the hospitals.

Very simple theory. Corruption exist at all levels and different patterns.

Rich and powerful corrupt big big and legalised pattern. Example, buy condo with special discounts lor.
Poor and peasant level corrupt small small and needless to say, illegal pattern.

Fucking stupid! The more rich ones get, the more corrupted. Making more money is very very addictive. Especially when can use money to buy power.
