It's blatantly obvious that the PAP is far superior.

It's blatantly obvious that the PAP didn't know all about the candidates they nominated for the GE. This coming from a party that boasts of how robust and rigorous its selection criteria were. What's more it has nothing to do with Steve Tan's honesty or integrity or PAP's for that matter. Steve knew that his inappropriate behavior would be out in the open the moment he turns up at the Nomination Center that day. So it's better to withdraw immediately than after being elected and all hell break loose. It was a damage control exercise and nothing else. So what so superior about that, Leongsam.
