All proportional representation schemes involve a "party vote" principle. Many Western democracies operate along these lines. There are numerous variants but all are based upon casting a vote for a "party team" instead of an "individual".
Another key example are the elections to the Electoral College in the United States. I believe all of them are elected on the same concept as the GRC (although there were rumblings of incorporating proportional representation).
I know, the Electoral College is a single purpose assembly, But the argument still holds.
