CNB needs to clarify if this guy is their staff. How can a law enforcer borrow money from Ah Long.

if they know the rules but break it, then shouldn't punishment be double?
 
Civil servants shall not be financially embarrassed, e.g. be indebted to money lenders, or take unsecured loans. They have to make a declaration of non-indebtedness, among others, every year.
