Batam plus Bintang and all the southern islands and link them all up by causeway so that the sea can eventually be converted to reservior.
Then Singapore can accommodate 30 million people with the Singapore Island as the capital city.

Christmas Island is about the size of AMK plus Sembawang GRCs. However, it's population is about one typical block of 3-room flats only. Yes, one block. Less than 2,000 population. Nobody wants to migrate there, not even Australians immigration-free entry. It's not near to Singapore or Australia. It's near to Java, Indonesia. By air or by sea, Singapore has to pass Java airspace or sealane before reaching Christmas Island, Australia didn't have to though it's not that near too. Christmas Island was administered from Singapore under UK colonial government when Holland a friendly ally was still holding Indonesia (Dutch East Indies). After Indonesian independence, it became unfeasible and UK "sold" it to Australia. Singapore actually had no say in this.
