The remark was made as China and the Association of Southeast Asian Nations made progress on Tuesday towards adopting a binding code of conduct in the South China Sea.[/FONT]

Vice-Foreign Minister Liu Zhenmin said after the meeting in Manzhouli in Inner Mongolia that China and Asean had agreed to release a joint statement on a Code for Unplanned Encounters at Sea (CUES).[/FONT]

What the fuck is the central government for in this case?

Deng told him that Singapore leaders approached Suzhou municipal authorities directly, did everything with the municipality without the involvement of Beijing and therefor Beijing cannot interfere.

And why did Old Man chose Suzhou? He being the self professed China expert did his own research and found out that the Chinese Mandarins and intellectuals tend to retire in Suzhou and concluded that it therefore had the highest concentration of rational, intelligent and high powered individuals who would recognise quality and expertise that Singapore can offer. Its like asking an OMS scholar to negotiate with SS Headman.
