1. To prevent inmates from hiding items
2. To prevent inmates to use as a tool to strangle another inmates
3. So that inmates feel more danger of backside being poke. It's intentional to let inmates stay in fear as a punishment.
4. Save cost as there is no need to wear

However according to @sbfuncle , it is a fact that jailbirds are not allowed to wear underwear !!!

These China criminals are 烫手山芋 to government because after 10 yrs of jail in Changi, Cambodia police will not allow them to return to Cambodia and these criminals also do not want to return to China because they are not China citizens.
