Tiong economy is built on huge extravagant spending dictated by the central gomen. If central gomen says to hit 10 % growth, the provincial gomen will sell land yo finance all kinds of construction and infrastructure works to achieve it, including building of more skyscrapers, airports, ports, high doeed rail etc.
PAP does this too through land reclamation.

Now that sector is overly developed and CCP needs to export this construction overseas or tens of millions of its worker maybe laid off. Hence belt and road.

Indonesia got itself a good deal whereby CCP build tge high speed railroad and owns it eith a local partner. So its a 100% private initiative. If loses money, no gomen funds involved.

KL-singapore hsr should do on same basis. Call for build, operate tender. No gomen involvemrnt except land acquisitions and legal framework. Let japan, germsn, french and china companies compete to do this.
