If i am not mistaken, during WWII, taiwan was jaoanese rule since 1895.
And before 1500, it belonged to orang asli.
Japan was gracious enough to allow nationalist to take over the island, maybe due to US pressure.

His access to the ocean are restricted, firstly by taiwan, then by japan in the north. Need to pass through tsiwanese or japanese waters to go to the pacific.
