Former top civil servant Goh Chye Boon tipped to head RWS

A former senior civil servant, who was instrumental in bringing the integrated resorts and Formula One racing to Singapore, has been appointed a senior executive at Resorts World Sentosa (RWS).

Mr Goh Chye Boon, 43, is slated to take over as chief executive officer of RWS, according to sources. Current CEO Tan Hee Teck, 57, is expected to move to another post in the Genting Group, which owns RWS.

A former member of the elite Administrative Service, Mr Goh brings with him extensive experience dealing with tourism-related issues.

He chaired the Government's Integrated Resort Working Group in 2007. He also oversaw the rolling out of the first Formula One night race in 2008, when he was deputy secretary for special projects in the Ministry of Trade and Industry.

MBS dealer and 3 others charged with cheating

A croupier and three others were charged yesterday with cheating the Marina Bay Sands casino while playing baccarat.

According to a report in The Straits Times, Yeo Eng Seng, 44, who works as a dealer, allegedly provided the sequence of the cards to two of his accomplices.

Ho Keng Guan, 43, and Lim Boon Kwang, 42, then placed bets totalling $5,800, which they won.This allegedly happened on Monday.

On April 6, Yeo allegedly tried the same thing with Ho and 40-year-old Malaysian woman Lee Mee Leng, who was also charged yesterday.

She won $4,500 purportedly by being aware of the sequence of cards allegedly provided by Yeo.

All four of the accused were remanded at Central Police Division for further investigation. The cases will be mentioned next Wednesday.


If convicted, each of them can be fined up to $150,000 or jailed for up to seven years, or both.

At RWS, you can only double down if your first two cards total 9, 10 or 11:

3.12 Double Down - A Player may elect to double down if his first two cards, or the first two cards of any Split pair, total 9, 10, or 11 points, provided that such cards do not consist of an "Ace" and provided further that such first two cards do not form a Blackjack or Natural 21. In order to double down, a Player shall make an additional wager equal to his initial bet and must draw only one additional card.

So at RWS you can't double down on Soft 17 against the Dealer's 5, for example. Am I right?

What about at MBS? Is the rule on Double Down the same? Here's what it says:

3.11. A Player may elect to double by wagering an amount equal to or less than his original wager (but not less than the table minimum) on:
3.11.1. The first two cards dealt to them; or

3.11.2. The first two cards of any split pair.
3.11.3. Any doubled hand will receive only one additional card.

The MBS rule does not specifically state that you can only double down if your first two cards are 9, 10 or 11. Does that mean you can double down on any first two cards (except when they form a Blackjack)?

Your bankroll is too little, if you are betting $100 per unit bet. You should be betting $50 per unit or lesser. If you know you are bound to encounter mini down period, having a bigger bankroll will calm your nerves.

You may ask yourself, but hey, I am not using all these bankroll up if I am going to lose only a certain percentage. It is not wrong to think this way. However, if you bring $3000 and let's say you stop at 20% loss, Once lose $600 you have to stop. If you bring $10000, and you stop at 20% loss, I can lose till $2000 before I stop.

Many people are worst off when they bring $3000 to casino. They think can win $2000 or at least double. I think they are crazy. If I bring $3000, I only expect to win 20%. So your target of winning $500 is achievable and not difficult

My target per trip is to win $8K each night. So you can imagine how much bankroll I bring each. People may think I am mad. But bankroll is like my bullets. If i go to war with so little bullets, I am always scared to fire and always want to keep. If i have a lot of bullets, I have nothing to be afraid of. Just fire to heart content. Psychologically, with a big bankroll, you win. Rather than scared of going ahead.

If you lose 20%, time to take a break. After that, adjust your bet amount with the bankroll of 80%. You may think I am bullshitting and some people have their own style of playing and winning.

But always remember the casino is opened 24 hours a day, no need to be afraid of them closing down. Don't panic and because of time issues, just want to win as much as possible in that short period of time.

No system is stupid till the system is to buy a bet with a big payout.
