Recently, met a Young Indian IT Geek who claimed that he is "Singaporean", and is Head of "IT Department" in a Big Government Department.

Is such really Allowed ?

He hasn't done any NS, and from my conversations with him,
he does not seem Truly Loyal to SG (..only to make $$$$, then to find a Local Wife, .
..buy BTO, make $$$ after MOP, then to buy properties elsewhere, outside Singapore)

Is this a Loophole that many International Talents are exploiting SG ?

Use SG as a Stepping Stone ?

Has Anyone experienced Similar People from Various Social Circles ?

What new citizen…non citizen also can hold senior post in civil service

Your SMM of MDDI is a new citizen who never served NS. You don't know meh ?

So why not a big government department ?

S'pore's strong economy, political stability and excellent infrastructure make it a desirable location for MNCs. This creates numerous opportunities for foreign professionals. Working in S'pore provides valuable international experience, which can enhance a foreigner's CV and open doors to opportunities in other developed countries. As such, S'pore is a mere stepping stone to foreign white collar workers here.

Long before that happens, he would have become a Head of Dept at his company, and laid off a multitude of true blue S'poreans, to be replaced by his CECA buddies.

Whore Jinx has a bunch of them in high position. How do you explain the throwing off our money into CECAland.
