Its a double edged sword for the opposition. They must convince voters that they are capable on the estate front, but they can't even remotely compete with the PAP in terms of dishing out carrots and upgrading. The voters also know that oppo parties simply don't have access to govt stat boards and direct line with which they can push programmes through without hindrance. So the opposition need to focus on national issues. The PAP will always want to localize issues as they can't address many questions concerning national policies.
In trying to match pap on every front, sdp was falling into the hole prepared for them. They were not playing to their strengths when come to national issues but instead discredited themselves by over promising on carrots when comes to local issues. This is where pap has the absolute advantage and sdp opt to go head on with them. It only made the disparity even obvious.
No party including pap can't please everyone. Sdp needs to know which voting blocs they are courting and which group of voters is out of their reach and shouldn't even attempt to woo.
election is always fought by presenting the voters with a trade off. Either the voters want a kampong chief who can run the estate well with all the goodies but remain a yes man in parliament or elect a voice to speak up for them in parliament at the same time assured voters all municipal issues will be well taken care.
Sdp attempt to the best of everything I.e to run a 'first class TC' with all the 'carrots' and at the same time present them as the only 'effective opposition' here is not only impractical but hardly giving themselves any room to maneuver in the unlikely event csj is elected.
