CCS was Acting Minister but substantive MOS. He remains Acting Minister but has been promoted to substantive Senior MOS.

Permanent Secretaries are the top Civil Servants - who heads the Ministries and answer to political appointment holders. Below them are Deputy Secretaries. They are in charge of certain areas within the Ministries, so usually there are at least 2 Deputy Secretaries.

Sometimes after PS, 2PS. Nowadays, Senior Dy Sec exists - the one and only ex-CP.

MS = Exec Dir
Parl Sec = Indep Dir
PSec = CEO
DySec = Dy Ceo

Lots of job creation in this reshuffle ...more million dollar salary jobs created. Why do they need two ministers for a ministry? It shows how incompetent those ministers are ...they can't even handle a portfolio when they have minister of state and parliamentary secretary to help them.
