GKY: A"NO" to locals-first hiring policies

EVEN as the Government moves to tighten the criteria for semi-skilled foreigners applying to work here, it will not bow to calls for Singaporeans-first manpower policies, as the nation cannot afford to lose its economic competitive edge.

Acting Manpower Minister Gan Kim Yong made this point in Parliament on Friday, when he revealed that his Ministry would soon :brief the industry of upcoming changes to improve the quality of S-Pass holders.

:This will ensure Singapore takes in foreigners with the needed skills and qualifications.: The S-Pass was introduced in 2004 to address the shortfall of skilled manpower at the diploma and post-secondary levels here, with a monthly salary of at least $1,800.:

During Friday’s debate, Members of Parliament (MP) called for tweaks to the manpower policies to put locals first.

But Mr Gan replied: “Singapore has to remain an attractive place for businesses, so as to retain those which are here and attract new investments which will bring in more and better jobs for Singaporeans.”

He added: “We cannot get rid of all other competitors just because they run faster than us and make it into a locals-only game.”

The Government will continue to make foreign manpower available to anchor key investments, as well as fill jobs Singaporeans lack the ability for or do not want to do, Mr Gan said.

Other MPs voiced concerns about the exploitation of foreign workers in a downturn, especially those who might be sent home without receiving their full pay, and called for better regulation of employment agencies.

In response, Senior Parliamentary Secretary for Manpower Hawazi Daipi pointed out that workers could inform immigration officers at the point of departure if they had outstanding employment issues, and they would be referred to the Ministry of Manpower for help and not be sent home.

He acknowledged, however, that it was harder to regulate the foreign employment agencies which local agencies and employers work with to recruit in source countries. MOM will continue to work with labour source countries, he said, but there are limits to what can be realistically achieved.

MOM has revoked the licences of employment agencies that flout licensing conditions, and placed caps on charges for the placement of foreign workers.
