Safe and Gradual Resumption of Cruising

STB develops mandatory CruiseSafe certification for cruise lines; sailings to restart with pilot in November for Singapore residents

Singapore, 8 October 2020

In line with the calibrated resumption of economic activities in Singapore, safe cruises will be piloted from November 2020 with enhanced safety protocols for two cruise lines that are homeported here. To provide assurance for safe cruising, the Singapore Tourism Board (STB) is developing a mandatory CruiseSafe certification programme, which sets out stringent hygiene and safety measures throughout the passenger journey – from prior to boarding, to after disembarkation.
The safety and well-being of our local community, as well as passengers and crew remain the top priority. In light of this, the pilot cruises will be:
  • round-trips with no ports of call;
  • sailing at a reduced capacity of up to 50 percent; and
  • only open to Singapore residents
To allow time to review the operationalisation of enhanced safety protocols, the pilot cruises will start from 6 November with Genting Cruise Lines’ World Dream. Royal Caribbean International’s Quantum of the Seas will begin sailing in December.
The Government will monitor the outcomes of the pilot sailings carefully in the coming months before deciding on the next steps for cruises.

CruiseSafe Certification
STB’s CruiseSafe was created in consultation with the industry and is benchmarked against global health and safety standards. Singapore is one of the first countries in the world to develop and implement a mandatory audit and certification programme for cruise lines before they can commence sailings.
Prior to sailing, all cruise lines sailing out of Singapore must obtain the CruiseSafe certification, which requires independent assessment by a third-party certification firm.
Genting Cruise Lines and Royal Caribbean International are in the process of attaining the certification. They were approved for the pilot as they have demonstrated the ability to put in place stringent protocols and precautionary measures as part of their CruiseSafe certification.
The CruiseSafe standards include:
  • Infection control measures at every stage of a passenger’s journey, including a mandatory COVID-19 test prior to boarding
  • Strict and frequent cleaning and sanitisation protocols onboard
  • Safe management measures aligned with prevailing national policy at the time of sailing
  • Ensuring 100 per cent fresh air throughout the ship
  • Reducing ship capacity to enable sufficient safe distancing
  • Setting up onboard measures to discourage close contact and inter-mingling between groups
  • Emergency response plans for incidents relating to COVID-19
As part of CruiseSafe, the pilot cruises will have to comply with prevailing safe management measures, such as mask-wearing and 1m-safe distancing. To ensure compliance, regular inspections will be conducted on board during the pilots. Cruise lines that are found to be non-compliant will be subjected to penalties including fines, suspension of sailings and revocation of CruiseSafe certification.
The crew on pilot cruises are subjected to stringent measures beyond Singapore’s prevailing requirements for cross-border travel[2]. For example, the crew who need to enter Singapore to serve on board the pilot cruises must first undergo 14 days isolation in their home country and must test negative for COVID-19 before their departure to Singapore. They will be tested on arrival in Singapore, serve a 14-day Stay-Home Notice (SHN) in Singapore, and will undergo another test at the end of their SHN. Once sailings begin, all crew members will also be routinely tested.

About 2,000 passengers on a Royal Caribbean "cruise-to-nowhere" from Singapore are in quarantine in their cabins in the wake of a guest on the Quantum of the Seas ship testing positive to coronavirus.

Singapore has been piloting the trips, which make no stops and sail in waters just off the city-state.

"A guest was feeling unwell and tested positive for COVID-19 — we are asking all guests to remain in their state rooms to prevent the spread of illness," the ship's captain told passengers.

"We kindly ask all guests with urgent medical or health situations like diabetes, heart disease etc to contact guest services."

Confirming the positive test, Royal Caribbean said in a statement all guests and crew who had close contact with the infected guest had subsequently tested negative for the virus.

"Emergency response plans have been activated according to guidelines, including immediate isolation of close contacts, contact tracing and deep-cleaning of the ship," Annie Chang, director of the cruise segment at Singapore Tourism Board, said.

Passengers will be able to disembark and medical support will be provided if necessary, she added.

The global cruise industry has taken a major hit from the coronavirus pandemic, with some of the earliest big outbreaks found on cruise ships.

The Ruby Princess, which docked in Sydney earlier this year, became a major source of COVID-19 infections in Australia.

In another case in February, passengers on the Diamond Princess were stuck off the coast of Japan for weeks when more than 700 guests and crew were infected.

Cruise ships are currently banned in Australia.

On Wednesday, Australia's Chief Medical Officer, Paul Kelly, and Health Minister Greg Hunt announced that ban would be extended to March 17, 2021.

Royal Caribbean's "cruises to nowhere" from Singapore began last week, marking the firm's first voyages since it halted its global operations in March.

The cruises are a part of Singapore's plans to revive its tourism industry that has been battered due to the novel coronavirus.

Singapore has had just over 58,000 cases of COVID-19 and 29 deaths.

The new case is another setback for Singapore. Its plan to open a quarantine-free travel-bubble with Hong Kong was postponed in November.

Among the precautions being taken so cruises from Singapore can resume are pre-departure testing and guests carrying an electronic contact tracing device. Guests must also socially distance at all times.

The infected case's close contacts will be placed in quarantine or health surveillance, the Straits Times newspaper reported.

The test is not reliable. It causes alarm, stress and monetary loss. Might as well don't test, ignorance is bliss.

Pre-covid, cruises are ideal for the elderly. It's a slow vacation, all kinds of food avail, fresh air and very relaxing. They don't have to do anything, just get onboard, chill for a few days, then disembark.

Even the gahmen approved to sails the people(sgrean) should able to think whether there a risk taking the cruise so for this the fault is fall on the people who took the risk.

This year on April I canceled my trip to Singapore and on November we also canceled our cruise trip just t o be safe.
We have to wait till the vaccine is given to us and we still wait for one more year just to be more safe a see if COVID is under control in other countries.
