I came to know that a full-coloured booklet on how the government is helping citizens with high cost of living had been hand-delivered to some houses in Moulmein-Kallang GRC on cooling day (see attached photo

The booklet contains information on the "Grow and Share package", the help for families in the Budget, the reasons why GST cannot be lowered (it says high-income earners and foreigners pay more GST than others), the reasons why GST cannot be waived for essential items and forming the retail price watch group to tackle profiteering.
The booklet has the logos of Ministry of Finance, Ministry of Trade and Industry and Ministry of Information, Communications and the Arts.
I am surprised to learn of this because this seems to be campaigning on Cooling Day. Does anyone know what constitutes campaigning and what are the rules? Can someone highlight this to someone who can bring this matter up and clarify?
I wonder who are the people who have distributed these booklets. One can say this is just disseminating factual information about existing government packages and policies, but wouldn't this information potentially influence votes? Is this allowed on Cooling Day?
