Big loophole in PAP 'minimum wage' rules.
They only say that companies which hire any foreigners need to abide by the minimum local wage rule ('local qualifying salary').
I think PAP has been very sneaky and allows these companies to still hire Singaporeans below the minimum wage threshold (now at $1400) by either hiring them as pte contractors or part time staff/interns or else, they will just hire them vz labor recruitment companies (vendors) to do 'project work', e.g. cleaners , admin workers/ clerks, etc etc.
On top of paying the minimum wage to local employees, these companies which hire any foreigners must also use only Progressive Wage Mark accredited vendors as well.
Those companies who do not hire/ use services of Progressive Wage Mark accredited company services shall not be allowed to hire any foreign labor and will attract a fine depending on the level of dependence on such under paid work they are using.
PAP should ASAP close this giant loophole if they are indeed sincere in reducing the gaping wealth divide in Singapore now.
