Donald Trump has tweeted that ISIS has been defeated as White House announced that US has started pulling out its troops from Syria.


The US has begun the withdrawal of its troops from Syria, the White House said in a statement, adding, however, that the move does not mean an end of the military campaign in the war-torn country but marks a “new phase” in the fight against Islamic State (IS, formerly ISIS).
“These victories over ISIS in Syria do not signal the end of the Global Coalition or its campaign. We have started returning United States troops home as we transition to the next phase of this campaign,” White House spokeswoman Sarah Sanders said.
She also partly echoed an earlier tweet by President Donald Trump, who also said that IS terrorists were defeated while calling the group “the only reason for [the US troops] being there [in Syria].”

According to some reports, the withdrawal might primarily affect the US troops on the ground working together with an alliance of Arab and Kurdish militias, known as the Syrian Democratic Forces (SDF). The US has a total of 2,000 servicemen there, who are particularly involved in training the local militias. The news come as the SDF are reportedly on the verge of retaking one of the terrorist group’s last major strongholds – the town of Hajin, located east of the Euphrates.
The pullout is expected to take between 60 and 100 days, according to reports citing US officials. Additional reports suggested that all US State Department personnel would also be evacuated from Syria within 24 hours.
However, even after the withdrawal, the US would still maintain a sizeable presence in the neighboring Iraq, with some 5,200 troops stationed just across the Syrian border. The aircraft of the US-led coalition – the primary tool of Washington and its allies in the Syrian conflict – will also still be able to continue their air raids flying out of Qatar and other bases in the Middle East.

Washington’s decision also comes days after the Turkish President Recep Tayyip Erdogan urged the US to make its Kurdish allies withdraw from the town of Manbij, located west of the Euphrates, in the northeastern Syria.
Ankara considers Syrian Kurdish paramilitaries as an extension of the Turkey-based anti-government guerrillas and brands the Syrian Kurdish YPG militia as terrorists. Erdogan threatened to order his troops to storm the town if the US fails to fulfill his demand. Last week, he announced plans to launch a military operation in the Kurdish areas “within days.”
In early December, Chairman of the Joint Chiefs of Staff General Joseph Dunford complained that the US lacks trained local fighters on the ground to “provide stability” to Syria.
Trump made an announcement that the US would be leaving Syria “very soon” back in March and never officially walked it back.

WASHINGTON (REUTERS, AFP) - President Donald Trump has begun what will be a total withdrawal of United States troops from Syria, declaring on Wednesday (Dec 19) that they have succeeded in their mission to defeat the Islamic State in Iraq and Syria (ISIS) and were no longer needed in the country.
Mr Trump said on Wednesday that it was time for US troops to come home from Syria, after years of battling the ISIS militant group in the war-wracked country.
“We won,” Mr Trump said in a video message posted on Twitter, declaring the ISIS militants defeated. “We’ve beaten them and we’ve beaten them badly. We’ve taken back the land... So our boys, our young women, our men – they’re all coming back and they’re coming back now."

His message came at the end of a day of relative surprise in Washington at the news that the 2,000 US troops on the ground in Syria would be withdrawn.
A US official said Mr Trump’s decision was finalised on Tuesday.
In his video message, the Republican President – facing criticism on both sides of the political aisle – insisted the time was right. “They’re getting ready. You’re going to see them soon. These are great American heroes,” Mr Trump said.

But the move could leave the US with few options to prevent a resurgence of ISIS. It could also undercut US leverage in the region and undermine diplomatic efforts to end the Syrian civil war, which is now in its eighth year.
News of a full withdrawal drew immediate criticism from some of Mr Trump’s fellow Republicans, who said that leaving strengthened the hand of Russia and Iran, which both support Syrian President Bashar al Assad.
It may also leave exposed an alliance of Kurdish and Arab militias known as the Syrian Democratic Forces, or SDF, which has been among the most effective against ISIS but is under threat, as Turkey weighs a new offensive in Syria.
US commanders on the ground, who have developed strong ties to SDF leaders, had voiced concerns about what a fast withdrawal would mean for the US-backed forces and were surprised by the decision, US officials told Reuters, speaking on condition of anonymity.
“We have started returning United States troops home as we transition to the next phase of this campaign,” White House spokesman Sarah Sanders said in a statement issued after Mr Trump tweeted: “We have defeated ISIS in Syria, my only reason for being there.”

Mr Trump’s predecessor, Mr Barack Obama, was slow to get involved in Syria’s civil war, fearing being dragged into another open-ended foreign conflict like the one in Afghanistan. Hundreds of thousands of people have been killed in Syria and around half its pre-war 22 million population displaced.
But in a campaign to defeat ISIS in Syria, Mr Obama ordered air strikes from September 2014 and then troops into the country the following year.
One US official said Washington aimed to withdraw troops within 60 to 100 days and said the US State Department was evacuating all its personnel in Syria within 24 hours. A second official said they could leave even sooner.
TRUMP’S WARINESS
Mr Trump is wary of open-ended foreign conflicts and his decision on Syria raises questions about whether he may also reconsider the US war effort in Afghanistan, where American forces have been fighting since 2001.
Mr Trump reluctantly agreed to a troop increase last year but US officials have privately acknowledged a sense of urgency and are increasingly focused on securing a peace deal with a resurgent Taleban.
Some of Mr Trump’s Republican allies in Congress railed against the pullout decision. US Senator Lindsey Graham, often a Trump ally but generally a foreign policy hawk, said a withdrawal would have “devastating consequences” for the US in the region and throughout the world.
“An American withdrawal at this time would be a big win for ISIS, Iran, Bashar al Assad of Syria, and Russia,” Mr Graham said in a statement.
US troops in Syria to return home

The surprise decision also raised eyebrows abroad.
A British defence minister said he strongly disagreed with Mr Trump that ISIS had been defeated in Syria. Israeli Prime Minister Benjamin Netanyahu said Israel would study the decision and would ensure its own security.
In Russia, TASS news agency quoted the Foreign Ministry as saying withdrawing US troops from Syria created prospects for a political settlement.
SPECIAL FORCES
Many of the remaining US troops in Syria are special operations forces working closely with the SDF.
The partnership with the SDF has helped in the defeat of ISIS in Syria but has outraged Nato ally Turkey, which views Kurdish YPG forces in the alliance as an extension of a separatist militant group fighting inside Turkey.
Ankara is threatening a new offensive in Syria. To date, US forces in Syria have been seen as a stabilising factor and have somewhat restrained Turkey’s actions against the SDF.
A complete withdrawal of US troops from Syria would leave a sizeable US military presence in the region, including about 5,200 troops across the border in Iraq. Much of the US campaign in Syria has been waged by warplanes flying out of Qatar and other locations in the Middle East.
Still, Defence Secretary Jim Mattis and State Department officials have long fretted about leaving Syria before a peace agreement can be reached.

ISIS is also widely expected to revert to guerilla tactics once it no longer holds territory. The US has not ruled out that ISIS' leader Abu Bakr al-Baghdadi could still be alive.
A US withdrawal could open Mr Trump up to criticism if ISIS re-emerged.
Mr Trump had lambasted Mr Obama for the withdrawal of US forces from Iraq that preceded an unravelling of the Iraqi armed forces. Iraqi forces collapsed in the face of ISIS' advance into Iraq in 2014.
A senior administration official rejected the comparison to Iraq, where the US had many more troops and would have stayed if Baghdad had provided legal protections for the American forces.
“That’s an apples and oranges comparison, given the scope and scale of our engagement in Iraq,” the official said.

ISIS declared its so-called “caliphate” in 2014 after seizing large swathes of Syria and Iraq. The hardline group established its de facto capital in the Syrian city of Raqqa, using it as a base to plot attacks in Europe.
According to US estimates, the group oversaw about 100,000 square kilometers of territory, with about eight million people under ISIS control. It had estimated revenues of nearly one billion dollars a year.
A senior US official last week said the group was down to its last 1 per cent of the territory it once held. It has no remaining territory in Iraq.
Hajin, the group’s last major stronghold in Syria, is close to being seized by US-backed SDF forces.
After losing Hajin, ISIS will control a diminishing strip of territory along the eastern bank of the Euphrates River in the area where US-backed operations are focused. Militants also control some desert terrain west of the river in territory otherwise controlled by the Damascus government and its allies.
US officials have warned that taking back the group’s territory would not be the same as defeating it.
“The Coalition has liberated the ISIS-held territory, but the campaign against ISIS is not over,” Pentagon spokeswoman Dana White said in a statement.

Vladimir Putin thinks the US is right to withdraw its troops from Syria, but has expressed uncertainty about Washington’s announcement, noting that the US military has remained in Afghanistan for seventeen years.
Speaking with journalists during an annual Q&A session, Russia’s president said that American troops have no legal basis for operating in Syria, and if Washington was serious about pulling out its forces, it would be the right decision. Putin noted that the US has announced its “withdrawal” from Afghanistan on numerous occasions, and yet still remains the in country after seventeen years.
Concerning the pullout of US troops [from Syria], I don’t know what that is. The US has been in Afghanistan for 17 years already, and almost every year they say that they’re pulling their troops out. But they’re still present there.
“We don’t see any signs of US troops’ pullout, but we don’t rule out the possibility. All the more so because we’re going the way of a political solution," Putin added.
He went on to applaud Russian and American military specialists for overcoming their differences in Syria and coordinating anti-terrorism operations in the country.

Putin said he largely agreed with US President Donald Trump’s assessment that Islamic State (IS, formerly ISIS/ISIL) had been defeated, but warned that there was still a danger that surviving fighters could relocate to neighboring countries.

Trump announced on Wednesday that US’ mission in Syria – the defeat of Islamic State – was complete, and that the US military would begin an immediate withdrawal from the country. In a tweet posted a day later, the US leader said his decision was "no surprise" and that it was time for US troops to "come home & rebuild."


Russia’s Foreign Ministry welcomed the news, with ministry spokeswoman Maria Zakharova saying that a US withdrawal could bring Syria closer to a “real prospect of political settlement.”

President Donald Trump’s decision to declare ISIS defeated and order a full US withdrawal from Syria has been met with anger and disbelief by the Washington establishment that hoped for regime change in Damascus.
Trump declared victory over Islamic State (IS, formerly ISIS/ISIL) on Wednesday morning, as media reported that some 2,000 or so US troops will leave Syria within 60 to 100 days. Though Trump had openly spoken about wanting to leave Syria back in March, senior officials in his administration have said that US forces would stay there indefinitely.

CNN’s Jake Tapper reacted to the announcement by quoting an anonymous Pentagon official who saw it as a victory for Russian President Vladimir Putin.

Hillary Clinton’s former foreign policy adviser Jesse Lehrich bemoaned that the withdrawal would embolden Syrian President Bashar Assad and strengthen Russia and Iran, while leaving the US-allied Kurdish militias “once again hung out to dry.”

Senator Marco Rubio (R-Florida), known as a foreign policy hawk, also disagreed with a withdrawal, calling it a “colossal” mistake and a “grave error that's going to have significant repercussions in the years and months to come.”
Rubio echoed Lehrich’s assessment that the US withdrawal would turn Syria over to Russia and Iran, adding that it might lead to another conflict between Israel and the Iranian-backed Hezbollah, and lend strength to the (hypothetical) argument by Russia and China that Washington is an “unreliable ally.”

Another foreign policy hawk, Senator Lindsey Graham (R-South Carolina) said the pullout would be “a huge Obama-like mistake,” enabling the revival of IS and putting the Kurds at risk.

The Atlantic Council’s resident Syria expert, Faysal Itani, was likewise glum in his predictions.
“I expect ISIS will be back in some form within a year, and expelling Iran from Syria will not be achieved if the US is not in Syria at all,” he told the UAE-based The National, adding that a more likely outcome would be “a possible military confrontation between Turkey and the Kurds, at least in the border area, if Russia allows that.”
The Washington Post’s foreign policy editor Jackson Diehl wondered how Trump’s national security adviser John Bolton felt about the withdrawal, given his recent statements about the US staying in Syria as long as any Iranian-backed forces were there, meaning indefinitely.

Critics of the US involvement in Syria, however, cheered on the news of the withdrawal, pointing out that the real mistake was Washington getting involved in the attempt to overthrow the government in Damascus in the first place.



One satirical news site perhaps put it best, "reporting" that both the left and the right were taking aim at Trump for "breaking with the longstanding American tradition of remaining in Middle Eastern countries indefinitely."
